The Daily Dot reports that LulzSec leader Sabu (real name Hector Xavier Monsegur) ordered another man to launch hacking attempts against 30 world governments while under constant FBI surveillance. They gained login credentials and personal information from foreign citizens and government agents, and routinely uploaded the information to an FBI controlled server. Some of this is old news, but the list of countries is not; the closest US allies on the list are the UK and Australia. The FBI is refusing to comment.

nope. plausible deniability.
outsource doing something you aren't permitted to do to somebody else [who may or may not be legally permitted to do it], so you can claim you didn't do it.
not new for the US gov't. I think they started using it approximately 1 second after the declaration of independence was signed.
