The US Department of Homeland Security released a fact sheet of a first time meeting between State Councilor and Minister of Public Security of the People's Republic of China (PRC) Guo Shengkun and U.S. Secretary of Homeland Security Jeh Johnson "to discuss homeland security and law enforcement cooperation." Areas where they pledged to work together included cyberterrorism, repatriation and fugitive issues, intellectual property, and counter-terrorism.

When reporting on this, The Guardian focused mostly on the fugitive and repatriation issues:

Chinese public security authorities said the US supported Chinese programmes dubbed "Sky Net" and "Operation Fox Hunt", which are meant to coordinate a campaign to track down suspected corrupt officials who have fled overseas and to recover their assets. The Chinese government has given the US a priority list of Chinese officials suspected of corruption and who are believed to have fled there, state media has reported.

One might speculate that this program could be easily abused to add political refugees to the list of "corrupt" officials as well. This seems it could be a slippery slope for the US from an ideological standpoint.

          That is a bit what it is, isn't it? It's so strange that two such enormous countries cannot stand each other but each has the other in a stranglehold. The Chinese need Americans to keep buying their junk, Americans need the Chinese to keep lending them money to buy their junk. Americans could solve that buy ceasing to buy Chinese junk, and the Chinese could solve it by buying their own junk and cutting America off. But they don't. Such is social and political inertia.

    On issues where they have non-competitive interests, security being one of them, they share info. Especially during major international events, like the Olympics. For example, US and Russia have cooperated for a long time on matters that affect them both. If it benefits them both, why wouldn't they cooperate? INTERPOL is another example. I don't know why this makes for any particular story.

      Maybe more careful reading would help.

      "Suspected, of corruption" is a pretty weak reason to track someone down across the globe. It is an easy allegation to be made against anyone perceived as an enemy of the state.
      Meanwhile Chinese firms have been counterfeiting everything from shoes to routers without so much as a second look from the Chinese authorities.

        The United States did the same exact thing to British intellectual property [foreignpolicy.com] at the beginning. America has achieved a lot under its own steam, but let's eschew the fiction of immaculate conception.

        But, yeah, cooperating with China on law enforcement is a bit like cooperating with Stalin on business incentives.

      I guessed I would find such comment when reading the summary.

      Chinese lesson to all Soylentils: "Sky Net" is a literal translation of "tian wang", coming from the phrase "天網恢恢" (tian wang hui hui, http://www.merit-times.com.tw/NewsPage.aspx?unid=165205 [merit-times.com.tw]), which, in turn is part of a sentence in Lao Tze's teachings. Very roughly, it is often used to mean "Justice will always be served in the end", although I cannot be sure if that was what Lao Tze originally meant.

      The word "tian" (sky) is often interchangeable with "heaven" or "a higher power", as the sky (tian) and the land (di) were often respected as a higher power over humans in ancient China (an idea that still somewhat valid in the current times with Chinese people). So "tian wang" (sky net) could be more easily understood if translated as "heaven's net", or "the net of justice".

      It has nothing to do with the American movie.

    if I exchange money and information with you, we are already pals. The one dimensional system born from the fake communist vs. capitalist dichotomy keeps different flags to better control its population, not because nations are different from each other. Sure, they compete, resorting to wars even, but always in the context of the system.

    If you want to see somebody destabilizing the system, look at those selling plants whose seeds are not sterile, free as in freedom software, cars that drink less, better solar panels, 3D printers. All the things who empower the individual. If instead you look at the clashes between nations, you are looking at a never ending soap opera.
