"The hurricane warning issued Thursday morning covers an area from Port Mansfield to Matagorda, while tropical storm warnings extend north of Matagorda to High Island, and south to the mouth of the Rio Grande on the Mexico border." http://www.foxnews.com/us/2017/08/24/hurricane-harvey-rapidly-intensifying-expected-to-make-landfall-in-texas-as-major-storm.html

Hurricane Harvey is projected to become Category 3 hurricane, millions ordered to evacuate; forecasts of up to 30 inches rain, 115 MPH possible:

Texans are evacuating or holing up as life-threatening conditions are expected when Hurricane Harvey, the first US Category 3 hurricane to make landfall in nearly a dozen years, could bring flooding and a storm surge that could reach heights of six to 12 feet.

Harvey, which is expected to officially hit Category 3 status by Friday, is expected to make landfall between Texas' coast Friday night or Saturday morning.

[...] Texas and Louisiana both face the prospects of Biblical-level floods, as Harvey will slowly roam the area and is not expected to dissipate until at least Monday.

On Thursday afternoon, Harvey's winds strengthened to 80 mph (128 km/h). Rain is expected from 10 to 20 inches (25.4 to 50.8 cm), while some areas may see 30 inches (76 cm). Flash floods and 115 mph winds are also possible.

"Since Harvey is forecast to stall, we expect 10-20 inches of rain over a large part of southern and eastern Texas and southwestern Louisiana from Friday into early next week," AccuWeather hurricane expert Dan Kottlowski said.

Real-time wind and 3-hour precipitation amounts can be seen on this map.

Meanwhile, phys.org provides more technical information in its reporting:

On Aug. 24, NHC [(National Hurricane Center)] noted that Harvey was quickly strengthening and is forecast to be a major Hurricane when it approaches the middle Texas coast. In addition, life-threatening storm surge and freshwater flooding expected.

The previous day, NASA provided a look at Harvey's intensifying rainfall. The Global Precipitation Measurement mission or GPM core observatory satellite flew over the regenerating tropical cyclone on Aug. 23 at 7:58 a.m. EDT (1158 UTC). Data collected by GPM's Microwave Imager (GMI) and Dual-Frequency Precipitation Radar (DPR) instruments showed that Harvey's remnants contained areas of moderate to heavy rainfall. A feeder band spiraling in from the southern side of the low contained rain falling at a rate of greater than 1.96 inches (50 mm) per hour. As Harvey intensifies its rainfall capacity can also increase.

GPM's radar (DPR Ku band) data were used to create the rainfall structure of rainfall within regenerating tropical depression Harvey in 3-D. Those 3-D scans showed that storm tops with the feeder bands in the Bay of Campeche were reaching heights above 8.6 miles (13.9 km). GPM is a joint mission between NASA and the Japan Aerospace Exploration Agency, JAXA.

I read that headline as "Evacuations ... as Category 3 Hurricane Harvey Nears Landfill". I had visions of people fleeing a torrential downpour of tons of garbage.

There's an unclosed small (or similar) tag somewhere in the summary of this article! It's making EVERYTHING below smaller. (comments and even other articles!)

Somebody could file a bug about open tags in summaries, this isn't the first time we see this kind of a snafu.

I don't like Dubya. One of the few Texans I dislike. And he doesn't like me. Trust me, there's no love lost between us. But @georgepbush, who is Dubya's nephew, is a huge, huge supporter of mine. He's a terrific real estate guy, and I admire that enormously. And he's the Land Commissioner down in Texas. Which, if you're in real estate and you go into politics? That's what you want to go into. Very smart cookie! And George sent me a beautiful letter, he and a lot, a lot of Texas politicians. Asking me to build a wall. Around Galveston and Houston, to protect them against hurricanes. Of which they've had their share. Hurricane Ike, which was in 2008, being the most expensive. But Dubya didn't build the wall. He didn't have time, he didn't build it. Evacuate, he said. In Galveston they have a wall. It wasn't enough. Too small! Houston, mostly OK. But they want a wall. Obama didn't build the wall. He had plenty of time, he studied it to death. And then he quit, said he's done being President. And I've inherited a mess. And I'll tell you, I haven't built the wall. Not yet. But I promise you, I'll build that wall. To protect the great, great state of Texas. Not from #HurricaneHarvey but from the many, many hurricanes that are coming. And maybe keep out some Mexicans. My solemn promise to the people of Texas. That wall is going to take time to build. Maybe more than 8 years. So we may need to #RepealThe22nd. We need to seriously look at repealing the 22nd Amendment. But right now, I want you to evacuate. Secure your property -- board it up, put out the sandbags. And get the hell out of there. 🇺🇸

I encourage you all to follow me on Twitter. @realDonaldTrump on Twitter. Where I've been tweeting about #HurricaneHarvey since yesterday. Since Thursday in American time. Tweeting out the links you need. The most important two being the FEMA website, t.co/t1s4AL3B47 and pic.twitter.com/tpXmOK70ug which is my video message to the great people of Texas. And to all Americans. And I thank you for your interest in joining FEMA. I have a terrific guy running it, @FEMA_Brock. Not the wealthiest, but he understands the value of a dollar. And of coastal real estate. But I encourage you to apply. You or your buddy. Because I'm always looking for good people. The richer, the better. I had to get rid of a lot, a lot of bad people. Who were appointed by President Obama. By Barack Hussein Obama. We're bringing in new staff -- you can see them in the video -- and we have a website now, for FEMA. Great people, modern cyber, and a very resilient nation! Trust me, we're going to be all right. 🇺🇸

That story is very, very old and very, very wrong. I have Brock Long on top of this. Of FEMA and #HurricaneHarvey. He has some great ideas about making us more resilient. By letting local governments take on more of the burden of hurricane relief. More of the expense. He has more than four years of experience with FEMA. From 2001 to 2006. He's a Southerner through and through. Did emergency work in Alabama, so the Deepwater Horizon didn't cause any problems for them. He's got a wife and two boys. He writes beautifully. Just an all round great guy. Follow him on Twitter (@FEMA_Brock). 🇺🇸
