From vice.com:

After the recent Paris terror attacks, French law enforcement wants to have several powers added to a proposed law, including the move to forbid and block the use of the Tor anonymity network, according to an internal document from the Ministry of Interior seen by French newspaper Le Monde [Caution: Link in French].

That document talks about two proposed pieces of legislation, one around the state of emergency, and the other concerning counter-terrorism.

Regarding the former, French law enforcement wish to "Forbid free and shared wi-fi connections" during a state of emergency. This comes from a police opinion included in the document: the reason being that it is apparently difficult to track individuals who use public wi-fi networks.

As the latter, law enforcement would like "to block or forbid communications of the Tor network." The legislation, according to Le Monde, could be presented as early as January 2016.

Yet, I still think the endgame is not something they're concerned about. The actual conclusion is a result of the tragedy of the commons asserting itself. The true endgame is what they tend towards, but unconsciously.

I think this is they key. There simply aren't that many people in power who would look at a depressing dystopian view of the world that we see in so many holywood films, and think "Yes, that's where we need to be".

I think that people like Trump and Cameron and Obama all believe that they are doing things for the good of the average man on the streets, that they are making things better, and that's what's so worrying. We're on an inevitable march towards doom, and there's nothing that any individual can do about it.

I'm not so sure of that but perhaps you are right and they do.

But so far what I see is evil people doing evil things and pretending to be good:

I'm working with this general thought on the matter, all of which have significant evidence suggesting they are true:
    1. The career spooks at the Three-Letter Agencies routinely lie to the politicians and political appointees about what they're doing. So it's quite possible that Barack Obama doesn't know all that much about what the FBI is really doing.
    2. The career spooks have at their core a focus on loyalty to their organizations, and secrecy about everything they are doing. This makes sense, because their lives may very well depend on the loyalty of their colleagues and the secrecy about what they're doing.
    3. Most of those who start working for those agencies are actually trying to do their jobs and not abuse their authority. However, because of the importance of loyalty and secrecy, those that do wish to abuse their power find it extremely easy to do so and not get caught.
    4. Even if the bad guys do get caught, they can often get out of trouble by "grey-mailing" those that would put them on trial - "If you prosecute me, I'll tell the world all about ... and how you approved it."
    5. Eventually, the bad guys drive out the good guys, because the good guys have ideas like "morality" that get in the way of promotion opportunities. And thus the bad guys accumulate unless something is done to catch them and oust them, continuously.
