Both houses of the California legislature have passed a bill called SB-32 which would tell the California Air Resources Board "to ensure that statewide greenhouse gas emissions are reduced to 40% below the 1990 level by 2030." The state's Democratic governor has issued a statement indicating that he intends to sign it into law.
The Western States Petroleum Association and the California Manufacturers & Technology Association expressed their opposition to the bill.

Yes, but have you ever tried to survive in a pure oxygen atmosphere? Did not your lungs burn? Are you not too stupid to survive, after all. And evidently not from California.

Recently, temperatures have been higher than usual and rainfall less than usual in the state. Those conditions are thought to have killed millions of trees either directly or by making them susceptible to bark beetles. The governor wants "dead, dying and diseased trees" to be cut down and burned in biomass-to-electricity plants. Of course, that will result in emissions of carbon dioxide which are probably a factor in the drought and which this new legislation seeks to limit.
