I figured that this is a topic, while not dear to us, is relevant to this crowd -- well maybe not the public part. Italy's highest court has ruled that masturbation in public is not a crime, as long as it is not conducted in the presence of minors.

The man was convicted in May 2015 after he performed the act in front of students on the University of Catania campus, according to documents filed with Supreme Court. The man was sentenced to three months in prison and ordered to pay a fine of €3,200 (around $3,600).

However, the defendant's lawyer appealed the case to the country's highest court, which ruled on the side of the accused in June but only just made its decision public. Judges ruled that public masturbation out of the presence of minors is no longer deemed criminal conduct due to a change in the law last year, which decriminalized the act.

Nice sentiment. Now lets look at reality. Your solution implies technology that does not currently exist, specifically a treatment for someone so messed up they are walking around spanking their monkey in public. If they are currently tripping balls on some illegal substance there is the possibility of detox/rehab, cure the drug problem and solve the recidivism on the public indecency. But that doesn't get all of the problem. It is like kiddie f*ckers, the social taboo on that is so strong that just about anyone who crosses that line anyway ain't curable. The criminal justice system knows this, they know that unlike petty criminals that can (less of late, another topic) be rehabilitated with a good enough success rate to justify trying, most of the hard core pervs simply aren't fixable. We may someday develop treatments but here in the real world we have to base policy on what currently exists.

Think about it, how much of the normal social conditioning has to be totally broken in somebody for them to walk up to somebody, whip out their wiener and start beating off? You think we know how to fix that kind of damage? You think somebody that broken isn't a menace is other ways? Fining them won't fix this problem.
