Police officers are worried they lack the right powers and resources to properly investigate whether a mobile phone was being used by a driver at the time of a crash, a new study has found.
Four out of five collision investigators surveyed for the research indicated mobile phone involvement in non-fatal accidents was under-reported, with half agreeing the role of phones was even overlooked in fatal crashes.
Three quarters of British officers participating in the online poll undertaken by the University of the West of England (UWE Bristol) were unable to report the full proportion of road accidents in their force area linked with mobile phone use each year. A similar percentage of officers indicated that better mechanisms to quickly analyse and investigate phone usage would be most likely to improve data collection.

The police will constantly look for new "threats to public safety" because as society has become more civil, there is less need for their brand of civil servant.
One need only look at the news stories over the last few years to see the latest threat identified by American enforcers is the dreaded bowl cruise (smoking weed whilst driving). They're already pushing with the do-gooders like Mothers Against Having Fun against an imaginary threat so they can justify their continued heavy presence.

The police will constantly look for new threats to public safety because every day someone invents or markets something that has never existed before, many of which actually are threats to public safety; like the automobile itself. Before cars, almost all fatal accidents were on a man's job (and women had few fatal accidents).
Get off your damned phone or park the damned car. Using a cell phone while driving is STUPID. It's as idiotic as drinking a six pack and driving home, and that's been scientifically proven.
