BBC reports "German Greens float sex prescriptions for disabled":
A spokeswoman for the Green Party in Germany has said disabled and seriously ill people should be able to claim back public money if they pay for sex. They would have to prove a medical need and show that they could not pay to visit sex workers otherwise. Elisabeth Scharfenberg, an MP, told the Welt am Sonntag newspaper that she "could imagine" local authorities paying for "sexual assistance". Prostitution has been legal in Germany since 2002.
[...] In the Netherlands it is already possible to claim the cost of sexual services as a medical expense.
German source. Here's a related segment from Vice if you have 17m22s to spare (it's primarily about Sensual Solutions).

Interestingly, in the German source, in the links to related stories there is one that says a new study shows for men above 57, sex increases the probability for heart attacks. [www.welt.de] [text also in German, obviously]
So maybe it's a clever way to reduce health costs: Let them reduce their life expectancy voluntarily. ;-)

That can probably be generalized to "for people out of shape, exercise increases the probability for heart attacks". But you want to exercise to GET in shape, because being in good shape lowers the risk, not just while exercising, but in general.

No it can't because the risk was specifically for men; for women in that age, it was a net positive instead. I don't think old women are generally more fit than old men.
