Perhaps some sort of search of people as they enter concerts, sporting matches and the like?

He didn't enter the concert, he was at the foyer (i.e. before the security checks) amongst the parents who were waiting for the their children to leave the concert. The bomb was detonated as people began to leave the concert and to meet up with those who were waiting for them. No matter what you do, there will always be a place where people will wait to meet those leaving the venue that is outside the security cordon.
The only way you can prevent such occurrences is by having random stops in the street and unwarranted searches. You being from the US should realise that this is not exactly what the Founding Fathers wanted to become the norm.
