This legislation won't go anywhere. If the House passes it it will get vetoed, and Congress won't have the spine to override a veto.

The bill was passed with an easily veto proof majority. If Donald was a strong leader he might be able to shift the sentiment into his favor, but I don't think he is enough of a leader to accomplish that.
