Senators on Wednesday passed the bipartisan sanctions legislation 97-2, underscoring broad support among Republicans and Democrats for rebuking Russia after U.S. intelligence agencies determined Moscow had deliberately interfered in the presidential campaign. Lawmakers who backed the measure also cited Russia's aggression in Syria and Ukraine.

Another thing worth thinking about: Illegal immigrants aren't stupid, and the very last thing they want is to interact with the government. They know full well that every single time they do they risk deportation, even if the government agency in question swears up and down they won't alert ICE.
Besides, if I were a political machine trying to cast fraudulent votes, I'd simply forge absentee ballots, using knowledge of who is unlikely to vote. It's much easier and safer.
The only thing that stops a bad guy with a compiler is a good guy with a compiler.
