Réseaux IP Européens (RIPE), which translates as European IP Networks, has the goal to ensure that the administrative and technical coordination necessary to maintain and develop the Internet continues.
The RIPE75 meeting took place from October 22nd to the 26th in the UAE (United Arab Emirates). The full archive of RIPE75 presentations is online as video and supplemented with slides and raw transcripts, for those that couldn't or wouldn't travel to the UAE. Presentations are non-commercial and avoid marketing and cover a wide range of topics related to large scale networking. The focus is on operational experience, research results, and case studies.

All that tells me is that RIPE is a way for someone to cream off money in a layer of management.

RIPE (NCC) is responsible for IP addressing in EMEA, which includes the UAE.

UAE is often thought to be a less-evil portion of the Middle East, but you can still find yourself in serious trouble. For example, if you get raped by a UAE citizen, you must not report it. When you report it, you are admitting to sex outside of marriage. Best case, your passport is taken while you wait for trial. No sane woman travels to the UAE. Alcohol might be available in your hotel, but you can still get in serious trouble. Don't even think of being homo.
Reasonable places are Switzerland, Gibraltar, Slovakia, Slovenia, Croatia, Poland, Denmark, and Ireland. All are relatively safe and sane. They have various minor pros and cons related to language, travel distance, weather, and currency.

EMEA is a US corporate geographic zone, that European orgs are not obliged to follow. In fact, AfriNIC is responsible for Africa.

EMEA is just as well used by European companies. AfriNIC is a quite recent organisation -- 2005 -- before that, IP addresses for Africa were distributed by APNIC (Asia Pacific Network Information Centre).
