  Not that the military congress isn't wasting public money

  The military, generally speaking, does what it is told to do WRT budgeting, policy and execution. They really try to do the best they can, within the bounds of the mandates congress exercises over them. The problem is congress; they put the military to very poor use, basically as a driving engine to feed the military service and sundries enterprises.
