Its veterans still make up an important part of now-Russian President Vladimir Putin's power base.     Yes. Either go into full view (Icon is at the bottom left) and shows "View Document in Full Screen" when hovered over.
    Then on the right side of the screen, there is a link for "Original Document (PDF)"

    The document is still "sideways", but a decent PDF viewer should support 90 degree rotations.
