In most of Europe, the rates of smoking initiation among older teens have declined since the 1970s, while "new smoker" rates among younger teens have risen in recent years, according to a study published August 22, 2018 in the open-access journal PLOS ONE by an international team of researchers involved in the Ageing Lungs in European Cohorts (ALEC) study, coordinated by Deborah Jarvis, Imperial College of London, UK.

Smoking is the leading cause of avoidable mortality and the strongest modifiable risk factor for a number of diseases. Many smokers initially become addicted to nicotine during adolescence, making it critical to understand smoking trends in this population.

The ALEC study pooled data from six multicenter studies, including 119,104 people from 17 countries. Information on smoking was retrospectively obtained from participants, who answered questions including "Are you a smoker," "Have you ever smoked for as long as a year?" and "How old were you when you started smoking?" Data was grouped by region of Europe and analyzed both as a whole and by region.

Nicotine [vice.com] is not the same as cigarettes [cancer.gov]

Smoking [cancerresearchuk.org] is bad, but so might be vaping [independent.co.uk]

Also vaping "juice" is almost entirely not composed of nicotine and the "other stuff" is what seems to be under attack.

I have no dog in the fight; I don't vape or care personally.

There's an interesting analogy to "roundup" where the active ingredient is clearly proven harmless, but the bucket its sold in mostly contains all kinds of toxic and semi-toxic junk in addition to the completely safe active ingredient. The classic anti-vaccine argument worked the same way; inactivated virus bodies didn't get much harassment but the shot injected is like 99% other stuff, toxic organometallics and strange buffer solutions and god knows what else.

With a side dish of the ancient USA FDA and EPA laws from a century ago mostly focusing on cheap adulterants and fillers WRT consumer protection of getting ripped off financially; technically I think you could sell painkiller tablets that are x mg ibuprofen as long as you document ibuprofen at x mg as the only active ingredient even if the remaining 99% of the pill by mass were cyanide. And then you'll get popular science stories in the news about how "ibuprofen is killing people". This is slight hyperbole but disturbingly its only slight.
