Quotas obligating Netflix, Amazon and other streaming services operating in the European Union to dedicate at least 30% of their on-demand catalogs to local content are set to become enshrined in law soon.

Roberto Viola, head of the European Commission department that regulates communications networks, content and technology, said the new rules, which will also demand visibility and prominence of European product on streamers, are on track to be approved in December.

"We just need the final vote, but it's a mere formality," he told Variety at the Venice Film Festival.

Netflix, Amazon and other streamers will be required to fund TV series and films produced in Europe by commissioning content, acquiring it or paying into national film funds through a small surcharge added to their subscription fee, something which is already happening in Germany. Netflix tried unsuccessfully to fight the German surcharge in court.

    Maybe you should make better movies if it's so bad you have to have a law.

    What they're trying to do is preserve their culture. Especially the French.

    If the movie were better, then it would not be French culture would it.

    Even in a French language movie, filmed in France, horrible words, such as "OK" creep into the dialog. OMG!!!

    God, I really hope you're not American, but alas, you probably are. Thanks for doing your part to wreck what few shreds of our reputation remain around the world.

    There are plenty of excellent films (and TV series, for that matter) in French, German, and probably most other European languages

    An example: City of Lost Children (1995)
    Another: Spiral (crime/drama series, 2005-present)

    I don't even speak French, or go out of my way to watch foreign films/TV series, and even I can name 2 great ones off the top of my head (and probably a few more if I bothered to take time to think about it).

      Okay, that was a bad attempt at humor.

      We don't have any shreds of good reputation left in the world. So no harm can be done to our reputation.

      First it was Snowden's revelations. NSA spying on Parliament? Really? Do they expect to find terrorists there? We used to have the moral high ground.

      Next, see recent election.

      If I were going to criticize the French instead of making a joke at their expense, I would instead reach for subjects like copyright.

      Maybe there are not enough American jokes. Or if there are, they don't seem to make it over here.

      God invented wars to teach Americans geography.
