If allowed, those people will swarm all over anyone who has some serious power and responsibility, and crowd each other and everyone else aside to get closer.
Hey, talk to the animals. Proximity to power has always been a thing. A single episode about hippos on the Animal Planet can explain everything. There's nothing particularly human about this behavior. And though for the reasonable human, it is pathological, it is not a "disease". It's from millions of years of evolution. The brain stem still rules. The cortex serves.
