Yemen war: WFP accuses Houthi rebels of diverting food aid

The World Food Programme has demanded Yemen's rebel Houthi movement stops diverting desperately needed food aid from people in areas under its control. A survey by the UN agency said people in the capital Sanaa had not received rations to which they were entitled.

The WFP said lorries were illegally removing food from distribution areas, with rations sold on the open market or given to those not entitled to it. There was no response from the Houthis, but they have denied diverting aid.

The UN says some 20 million Yemenis are food insecure and that 10 million of them do not know how they will obtain their next meal.

[...] Earlier on Monday, the Associated Press reported that factions and militias on all sides of the conflict had blocked food aid from going to groups suspected of disloyalty, diverted it to combat units or sold it for profit.

How about you mass produce the food in one meal cans about like a can of baked beans, complete with pop-top. Plastic wrap it with a litre bottle of fresh water and a little plastic parachute that will let it survive landing, and then scatter drop them by the millions over the relevant areas. People starving will be able to grab one, the best that the nasty people can do is seize small gathered stockpiles.
I can buy a can of baked beans for 50 cents, and a bottle of water for 30 cents retail. Even with protein and vitamin supplements in it the unit cost of this pack should be under a dollar.
Would be cheaper than the billions in weaponry, and a non-starving population is much more likely to get together and solve their problems. Use biodegradable plastic to keep the eco-people happy.

Then the nasty people with guns will shoot anyone seen collecting the food.
They will form gangs of the civilians, promising them rewards if they are good peons who collect the food for them. They will rape and torture and murder anyone who does not work for them.
Still not solving the root cause of the problem.
