    Ok, once more such abuses become standardized. It's like a leaking dike where more and more loopholes and bad precedence gets created. Eventually, it'll be enough for some future president to invent their own budget from scratch, though the wheels will probably come off before that.

    Well I'm in favor of ending all these national emergencies and revising the rules surrounding them, but pretending like this one is exceptional is not going to help there.
