Between the Adobe and Venezuela story, and the Blizzard and Hong Kong story, it's pretty clear the only remaining distinction between the US and China is one of procedure.

Which let us note is also the only real difference between say Switzerland and the USSR under Stalin. You can hide a hell of a lot of problems under "procedure".
