He was making accounts and impersonating people using data from a data breach.
How is this not identity theft , mis-use of computers, accesory after (or was he a co-conspiritor?) the fact of a cyber crime.
Any of those would get your average person arrested and hauled into court.

Nothing will come of this for precisely the reasons he and his clients should be going to jail: He did it so large corporations could make even more money at the people's expense.
