That is another problem in itself. Hardly any in IT management or Administration have an absolute need for CS, and CS people do not have the the knowledge to do those roles either*. The fundamental skills are nearly identical, and any one of us can go back and forth between the two, but people, especially HR, tend to lump us all in one category. Since few schools until recent years threw everyone into a single program: CS, that is what we are all thought of.
These differences are similar to electrical vs. mechanical engineers. One can do the other far more easily than others, but they are still distinct fields that demand their own specializations.
