The National Security Agency, while primarily occupied by sweeping up billions of phone calls, emails, texts and social media messages each day, wants better visual information about the earth and its residents, too, Admiral Michael Rogers said Wednesday.
"Signals intelligence ... ain't enough, you guys," the NSA chief told a gathering of contractors in the geospatial intelligence business. "We gotta create a much broader picture."
We need "the ability to visualize," he explained, because "man is fundamentally a visual creature."
Rogers, who also heads the Pentagon's United States Cyber Command, spent much of his keynote speech at the GEOINT 2015 conference pitching the technology, intelligence and defense companies in the audience on the importance of working together. The conference's slogan — appropriate, given the government's ever-growing demands — is "open the aperture."
"It's all about partnerships," Rogers told the audience. "How can we harness the power of the commercial sector?"

Most people do not care.about spying enough to do anything because the risk iis high and as of yet the harm is not yet concrete. Only after an opposition power in government discovers political use of these spying powers to attack their candidates, or people they know begin to be disappeared, will the public care.

Survive: be very careful what and to whom you speak you mind. Most of the time, don't! (not even with your own kids until they get to a certain age they can understand). With those you do, you'll be slowly slipping into an obfuscation technique similar to "Darmok and Jalad at Tanagra" (metaphors based on a shared experience).
Thrive: only by collaborating with the oppressive regime. I suppose it wasn't without perils, backstabbing was frequent (may be different in today's US, where economic status is not - yet? - related to the obedience to the regime)

Seems only psychologically self mutilating people would manage that kind of environment for long. Or one better enjoy ones own company really good. I guess people not mingling with others were viewed as suspicious too?
That thing with metaphors based on a shared experience seems like challenge-response used in certain computer systems.

You'd be surprised how the threat of physical mutilation acts on psychology.
Besides, many generations were born into this as "a state of normalcy" - this is your everyday life.
You have to, yes. But anyway, it was only dissent to the "communist values" that was punishable by "being disapperared", so as long as you didn't show this dissent, you'd be able to live your "normal" life.
Showing individual small scale private initiative was "profiteering", you'd certainly get a public "kangaroo court" to make from you an as best example as one could.
