San Diego's homeless population has been hit hardest by the highly contagious hepatitis A virus.

The outbreak, which began in November, has spread after vaccination and educational programs in the city failed to reduce the infection rate. The virus attacks the liver.

The public health declaration bolsters the county Health and Human Services Agency's ability to request state assistance to fund new sanitation measures. Areas with high concentrations of homeless people will receive dozens of portable hand-washing stations. Health workers will also use bleached-spiked water for power-washing contaminated surfaces.

Dr. Wilma Wooten, the San Diego Public Health Officer who signed the declaration into law on Friday, says the sanitation precautions are modeled after similar programs in other Southern California cities - including Los Angeles.

San Diego workers will power-wash streets with a bleach solution in an attempt to stop the spread of Hepatitis A:

At least 15 people have died in San Diego from an ongoing hepatitis A outbreak. In an effort to stop the spread of the viral liver disease, city officials have begun power-washing streets across the downtown area, according to NBC San Diego.

As of Monday, workers dressed in protective white gear and red hard hats were seen outside spraying the sidewalks with a bleach-based liquid in hopes of killing the virus that lives in human feces. "We're probably going to be doing them every other Monday, see how that works out at least for the time being," Jose Ysea, a city spokesman, told NBC San Diego.

The high-pressure power-washing system using bleach will hopefully remove "all feces, blood, bodily fluids or contaminated surfaces," according to a sanitation plan included in a letter delivered to San Diego city officials, the Associated Press reports. For now, just streets in San Diego are being washed, but in the near future hand-washing and street-sanitizing efforts will be implemented in other cities in the region, Dr. Wilma Wooten, the region's public health officer, told the AP.

San Diego continues to face a hepatitis A outbreak:

Like other major cities all along the West Coast, San Diego is struggling with a homeless crisis. In a place that bills itself as "America's Finest City," spiraling real estate values have contributed to spiraling homelessness, leaving more than 3,200 people living on the streets or in their cars.

Most alarmingly, the deplorable sanitary conditions help spread a liver-damaging virus that lives in fæces, contributing to the deadliest U.S. hepatitis A epidemic in 20 years. "Some of the most vulnerable are dying in the streets in one of the most desirable and livable regions in America," a San Diego County grand jury wrote in its report in June — reiterating recommendations it gave the city over the past decade to address homelessness.

San Diego has struggled to do that. Two years ago, Mayor Kevin Faulconer closed a downtown tent shelter that operated for 29 years during winter months. He promised a "game changer" — a new, permanent facility with services to funnel people to housing. But it wasn't enough. The result? Legions of Californians without shelter. A spreading contagion. And an extraordinary challenge to the city's sunny identity that threatens its key tourism industry.

    This IS one of the consequences of allowing uncontrolled illegal aliens pass through the county. Few of the nations that those illegals come from have the health standards that the US enjoys. It means nothing for them to spread their random diseases around the world. In fact, it's a bit of revenge, against the Euros, who introduced such diseases as polio, measles, smallpox, and more to the continent ~500 years ago. In the US, they have phones smarter than the users, LMAO!!

      Hey man, I normally agree with that sentiment but hep A, unlike B and C, is caused by contaminated produce rather than nasty immigrant bummery.

      I'm surprised San Diego is actually doing anything about it -- we are well-known for our disdain for bums.

        Apparently Hep-A can survive in wastewater flow, and if treatment plants don't have sufficient filtration/chemical reactivity it can make its way back into the 'freshwater' supply and recontaminate the populace.

        This was a common problem in the Carribbean when I visited a few years back. You only drank filtered water (even the natives!) or boiled water, and never used anything from the tap that would go in your mouth.

        On the other hand, everything I read about Hep-A, unlike B and C, generally has no long term effects on healthy people if infected, is not transmissible ~6 months after an infection, and as long as you don't eat too many fatty foods while sick with it, will not usually damage your liver, unlike Hep B and C.

          I should know this - As of a few years ago I still had the antibodies of hep A in my bloodstream. I got it when I was 10, ate a bad batch of side-of-the-road strawberries. Not unpleasant at all, though, and not even remotely a menace to my liver when compared to...other habits. Still, everytime I visit my doctor I order the "drunks' special" blood tests, which are liver-enzymes, blood-sugar stuff like A1C, and any fucking STD that can possibly be detected by human technology. Been lucky so far.

          Anyway, the hep-A hysteria is waaaaaay overblown. Reminds me of the swine flu hysteria when people started wearing surgical masks everywhere and shit.

        Yeah well, it is well placed. We should be rounding up the motherfuckers and drown 'em like the disease ridden rats that they are, turn 'em into chum, and send it to the salmon farms. If it wasn't for the fear of bad PR and these damn SWJs, we could solve the problem before the holiday season starts. Oh wait, it starts on Labor Day now, doesn't it? Oh well, before Halloween then. The point is that liberal impotence has made us flaccid. We have to overcome that if we are to become the great country that can win wars again. This Korean thing is so embarrassing.           Horseshit. Even East Village is crawling with cops and private security.

          Much of the streets there are smattered with piss and feces, and one morning there was a dude jacking up (injecting heroin) in broad daylight. But bum-on-non-bum violence is exceedingly rare in all parts of San Diego.

      Mexico actually has a decent health care system, in which everyone that seeks it gets health care. More likely it is a consequence of having a healthcare system in which too many do not receive healthcare until it is an emergency situation.

      Maybe Ethanol or others around SD can chime in, but from what I know most of the homeless in SD are non-hispanic white men. Do you have any data on this being an immigrant problem?

        In San Diego, or any other city, undocumented and/or unwanted people are going to be mixing in the shadows. The homeless, the criminals, the illegal aliens, and anyone else who wants to stay out of sight of officialdom all share more or less common areas. Look at your own home city. Where do you find anything illegal? Prostitutes? Illicit drugs? A hit man? Doesn't almost all the crime happen in a more or less central area? Big cities might have multiple shadowy areas, but society's unwanted will still congregate in them. "Decent people" just stay the hell away from the area.

        Illegal aliens will be "homeless", by definition, when they arrive here. They may spend days, or even weeks, among the homeless. But, they arrived here with some kind of a mission in mind, so they aren't going to stay long in a homeless camp. They came here BECAUSE they have places to go, things to see, and people to do, so they are moving on soon.

      Having seen the type of people shitting on the streets in the major west coast cities I think this is not something we can blame on aliens (although some of those fine folks on the streets think they can talk to aliens). The normal sort I see on the streets are deadheads who fried their brains on LSD, hippies who baked their brains on too much pot, alchoholics who did what alchies do, or 16-24 year olds who think living on the streets makes them free.

      Smelling feces while I walk to work really makes me happy to live in a modern progressive welcoming city.

      Yes indeed our very own Michael David Crawford spent some time pretending to be homeless while he gathered enough sympathy for his personal brand to land a high paying tech job. His sob story was so compelling now he can afford to unlock the vault of riches which was holding his personal fortune while he was camping in the urban jungle among the real homeless like the fake fraud he is.

        1, hide assets in offshore accounts.
        2, hide valuables in storage lockers in foreign countries.
        3, live in a tent, be seen by witnesses.
        4, eat at soup kitchens, be seen by witnesses.
        5, brag online about being homeless, more witnesses.
        6, when debt collectors call, say "sorry I'm homeless you gotta believe me."
        7, use publicly funded social assistance to find housing.
        8, leverage personal brand, get job as code monkey.
        9, retrieve hidden fortunes.
        10, PROFIT.

          I don't know about MDC but phoney bums are a big problem here in San Diego, in the beachfront communities.

          They're basically rich-kids who in childish bouts of misguided rage got mad at daddy and their upper middle-class Connecticut lifestyles and decided to become drifters. They literally beg for your dollars on the street corner and then get right into their Audis and drive off somewhere else. I actually dig the beach-bum culture but only when real authentic bums are involved -- people living out of beat-up hippie vans who have actually hitchhiked their way across the USA, or perhaps foreign countries, and have cool stories to tell.
