California can once again set its own emissions rules, EPA says:

California can now set its own emission standards under the Clean Air Act, the EPA announced today. The decision puts an end to a feud that began when automakers pushed the Trump administration to revisit fuel efficiency rules, which eventually led the former president to revoke California's waiver to declare its own standards in 2019. California is known for pushing stricter emissions requirements than the federal government, standards which have also been adopted by 16 other states and Washington, D.C.

"Today we proudly reaffirm California's longstanding authority to lead in addressing pollution from cars and trucks," EPA Administrator Michael S. Regan said in a statement. "Our partnership with states to confront the climate crisis has never been more important. With today's action, we reinstate an approach that for years has helped advance clean technologies and cut air pollution for people not just in California, but for the U.S. as a whole."

      I'd like to see what happens to California first. I think the tale will be spectacular and cautionary. California after all has already transitioned to negative population growth due in large part to its political leadership on fronts like this one.

                    No, the subject at hand is California's regulations on emissions, not mileage. Though I'm not sure why, since California's been setting their own standards since Clean Air Act gave them the option except for the last few years. Other states can use either the Federal standards or California's standards, as they please.

                      It's in the name: for example, CAFE == "corporate average fuel economy". The story also terms it "fuel efficiency rules".

                        The EPA press release doesn't mention CAFE. It mentions the Clean Air Act and starts by saying "Today, EPA reinstated California’s authority under the Clean Air Act to implement its own greenhouse gas (GHG) emission standards and zero emission vehicle (ZEV) sales mandate." There's nothing in the EPA release about mileage.

                          The news story does mention those fuel efficiency standards. And those standards were originally rolled back on a request to reconsider fuel economy standards. This sounds more like a mild propaganda trick than a serious difference - given that air pollution standards are more valued by the US public than fuel economy standards.

                            The article about revoking the waiver does mention fuel economy, but when talking about the waiver it only mentions emissions. "The announcement comes a day after President Donald Trump said he would revoke a federal waiver that enabled California to set stricter standards for vehicle emissions, insisting that the move ultimately would produce "far less expensive" and safer cars." "Wheeler responded by pointing out the action only targets California's greenhouse gas emissions rules for cars and trucks but still allows the state to regulate other kinds of pollution from vehicles." So it looks like the waiver was only for emissions and was revoked because CA was trying to regulate mileage. Either way, what was restored was only an emissions waiver.

            Here's one [copernicus.org]:

            Asian NOx emissions have tripled since 1990, contributing as much as 65 % to modeled springtime background O3 increases (0.3–0.5 ppb yr−1) over the WUS [Western US], outpacing O3 decreases attained via 50 % US NOx emission controls.

            Ozone is created via reaction with sunlight and nitrogen oxides. Despite US sources dropping by a factor of 2, ozone generation has allegedly gone up due to those Asian sources. China and India are the primary sources.

            The "25%" seems to be particulate pollution which I couldn't find a primary source to cite. This secondary source [discountfilters.com] sums up what I've found:

            One study shows that 29% of the particulates in smog in San Francisco come directly from China’s coal plants.

            It links to a LA Times story that no longer exists and isn't archived in the Wayback Machine.

      I was a smog test/repair tech in Cali... The Ca car smog test program is a fucking farce that hasn't been needed since the mid to late 80's when almost every car went to fuel injection.

        Technically they should be able to, but those vehicles wouldn't be legal to sell or operate in states with stricter standards, or on federal highways. Or at least, that's how it's supposed to work. The Commerce Clause has been much abused by both parties to bludgeon opposite-aligned states into compliance.

        As stated above, California has no authority in the matter. They do, however, acquire power with the ruling. Let us be carefully distinguish between authority and power. Any automaker desiring to sell autos in California must meet California standards. Since the automaker isn't going to create two auto assembly lines, one for California, the other for The Rest Of The World, California effectively controls emissions standards for the entire United States, and by default, for the world.

        I'm sure that some automakers have never even considered importing their vehicles into the US, while others might import if the standards weren't so high. But, California effectively blocks importation of any vehicles that don't meet their emissions standards.

          What car manufacturers wish to do, or who wishes to import cars into the US, is a matter for that company and its shareholders to decide. California is not giving them an ultimatum. If they chose to comply with California it is because they can make money by doing so,

      California is entitled to enforce rules in California. They are not being given the power to impose them on anyone else. If car manufacturers elsewhere decide to comply to California's laws then that is something for their shareholders to complain about.

        I've already explained it. California sets the standard for every vehicle coming into the state. Auto manufacturers can't run two production lines, so all their cars conform to California laws, or none conform. It's as plain as the nose on your face.

        I would be amused if the major auto makers collectively told California to stick it up their asses, and break it off in there. No more new cars for California - no American cars, no foreign cars, none, except for the limited amount of electric cars being produced.

              You can explain what sexual and gender identity is to children in an age appropriate way without even getting close to mentioning sexual intercourse. Perhaps you should go to your local library and ask for some appropriate books for your elementary aged child. Perhaps they will give you "Families, Families, Families" "And Tango Makes Three" or one of the other countless books that do so.

              Or maybe you think that telling kids about heterosexual and cisgendered people in an age appropriate way is equally grooming? If so, the only pervert here seems to be you making everything about sex. If not, what is different that makes one about sex and the other not.

If a six year old ASKS ABOUT sex, THEN you explain the facts of life. That is why people are shocked that sex education of any type is part of the curriculum in K thru 3.

                The bill does not prohibit talk between students. It does not prohibit answering a child's question. The bill only prohibits setting up shop, and introducing children to the gay world as part of the curriculum.

                  Where did I mention heterosexual relations or teaching children about sex at all? You can tell people that Heather has two mothers or that Bobby has a mother and a father without having to explain what they do in the bedroom.

                  And that doesn't even touch the fact that even answering a child's question by a teacher counts as instruction. That is what is so insidious about the bill precisely because it isn't limited to the formal curriculum.

        Another example of this power are K-12 textbooks. California and Texas are the two largest markets. Textbook writers tend to write their books for those states rather than the rest of the US.

        Perhaps you should read my posts on the subject again? I'm not "screeching" about a state's right, but complaining that California gains the de facto power to dictate what all the other states are going to accept.

        California insists that the auto industry builds things to meet their own requirements, and that effectively dictates that all the other states and territories will have those same requirements.

        If California demands such a privilege, then they could at least negotiate with the other member states of the United States. That doesn't necessarily require federal government involvement, just a meeting of the minds among state agencies and governors.
