Intel CEO expects chip shortage to last until at least 2024:
Intel chief Pat Gelsinger has predicted that the global chip shortage will remain a challenge for the industry until at least 2024, particularly in areas such as foundry capacity and tool availability.

"I continue to believe we are just at the beginning of a long-term growth cycle across semiconductors," he said.
"We continue to see some matched-set limitations in areas like ethernet, some softening in low-end consumer PC, and some inventory adjustments as we discussed on our last call, but overall, the demand signals from customers continue to be robust in areas like enterprise, cloud, AI, graphics, and networking."
He noted, however, the company's pace in which it achieves its expansion plans will also be dependent on the passing of the CHIPS (Creating Helpful Incentives to Produce Semiconductors) Act. If passed, it would unlock an eye-watering $52 billion funding boost to US production of semiconductors.

The problem is that now vendors can lock processors to motherboards so you can't switch motherboards once the board is out.

Thanks for the link and info. I don't keep up on all of this stuff, but it's interesting. Louis' video explains that in fact you can change out the motherboard, for another of the same brand and maybe similar model.
What you can't do is move a locked CPU to another brand motherboard.
What I'm not clear on, and it may be in the (too long for my available time and attention span) video is whether all such motherboards have the locking set. IE, will a Dell motherboard necessarily look for the CPU lock code?
And maybe more importantly, can / will 3rd-party / aftermarket motherboards not care about the CPU lock code, and run any CPU?
Also, I'm not clear: is the CPU lock something the CPU somehow looks for in the motherboard?
If I understand it all correctly, the locking mechanism is BIOS code, and you could potentially disable it by hacking / editing the BIOS to disable the locking. Or maybe just bugger the code so it always returns a "yup, lock codes match" to the boot code.
Bottom line: I'm not sure, but learning.
Econ 101 (which we all know is fantasy) says someone will offer computers that are not CPU locked as a selling point. One can only dream.
Of course what's more likely to happen: all big companies will follow suit with CPU locking, and through various likely unethical / nefarious methods lock out the manufacturers who offer CPU-lock-ignoring / unlocked motherboards. Said big companies might even lobby (otherwise useless) Congress to prevent such motherboards being sold, claiming "insecure".

I'm not sure how to take that statement. One interpretation is that you're refuting something I wrote, and I never said that they can't lock the CPU.
And thanks for those links. Linus' info furthers my understanding. It may be that I understand the details of the locking mechanism, more than many people, having done assembly programming, BIOS editing (hacking?), etc.
As far as I can tell, and I'm in learning mode, the CPU just contains a one-time (burnt fuses) programmed code that the motherboard BIOS looks for. Burnt-fuses is how one-time programmable ROM (actual ROM, not the misuse of the term "ROM" that the cellphone world uses) is programmed (as opposed to factory-made "mask programmed" ROM).
My point is, a motherboard BIOS does not have to look for that code.
Yes, Lenovo, Dell, HP, whoever, can program the BIOS to look for the code, and refuse to boot if it doesn't match. But it should be possible to bypass or remove that CPU lock code checking mechanism that is in BIOS (by editing the BIOS). And then a CPU with lock code programmed would work on any MB that has the BIOS code edited / bypassed.
What I'm not sure about: if you try to upgrade a computer: buy a brand new generic unlocked CPU and put it in a machine that expects to find a CPU lock code...
This all reminds me too much about cell phones that are (were) carrier locked, and the govt. having to step in and compel them to allow unlocking.

No, it's built in the CPU. Once the feature is enabled in the CPU that CPU is tied to whatever the motherboard specifies (unless you can simulate the original motherboard from another motherboard? Ie: you might need to install the keys of the original motherboard onto another one? This won't be cheap or easy and the average computer reseller is not going to do all that).

Thanks for the reply. I don't have direct experience, but Louis said it's in the BIOS code, and he even gave a reference to how to find it (I forget the word he said to look for). When a CPU powers up, or comes out of HW reset, it starts loading code at the "top" of real memory (BIOS resides there). After some basic HW tests and peripheral initializations, it then loads the CPU's internal management engine's code- from motherboard BIOS. That code contains a hash of the CPU's lock code.
IE, the lock code, done by "burning" fuses in the CPU (one-time programming), is in the CPU, but not the runtime code- that's in the BIOS.
Louis' video, and the comments, give a lot of good info on this (but it's much to learn for me on an already too-busy day.)
Again, I don't have direct experience with this current generation stuff, but I have done BIOS editing, patching (assy coding), etc., so I have that foundational understanding.

I'm not sure where that video says this. I watched both videos, I remember watching other videos on Intel doing it (they have had this feature in at least some of their processors before AMD, it's a recent feature for AMD processors) and what happens if you try to move a locked Intel processor from one motherboard they're locked to to another motherboard or brand that it wasn't initialized to work with (I would have to search for the videos). This was a big deal because AMD started implementing this in their processors as well vs Intel (which have been having this implemented).
From what I read/hear, so far, it's only available on AMD's server processors?

Just listen to the beginning of the video Rossmann. They're using certain features in the processors themselves to vendor lock the processor to the motherboard.
These are relatively new 'features' that have been added to the processors themselves.

The Rossmann video talks about Intel's management engine about 4 minutes into it. Once the processor locks onto the motherboard the processor itself knows that this is the board it's supposed to be locked into. If you change it to another board it will act weird and won't work right.

errr ... I watched that video again. Sorry, my mistake. Intel's management engine doesn't lock the processor to the motherboard, it locks motherboard components onto the motherboard. The lock mechanism is in the motherboard. (3:50 into the video).
In the case of this new AMD feature the lock feature is in the processor itself (5:30 into the Rossmann video).
The videos I saw of the Intel computers acting weird due to the management system were probably due to motherboard components being replaced. Sorry about that mistake.

Preface: the word "code" has 2 meanings and could trip you up. Code can be computer instructions, or it can mean a cipher / a key to unlock a function.
Again, I think there's misunderstanding about the specifics of the lock mechanism. I very well could be wrong, but AFAICT, there's less magic than people think. When an x86 (including AMD) CPU first comes out of powerup or reset, it's in real mode, and starts executing (running) code that it finds at the top of real memory (depends on hardware). BIOS, which is just program and data, is mapped in there, so its program gets run at boot, which hopefully makes sense.
It's the BIOS's programming that loads the management engine's (smaller processor inside the main CPU) program, and the management engine programming reads the lock code, which was "burnt" into the CPU.
The management engine only reads that lock code because there's programming (code) that does that function. If you remove that programming, or hack it, you can simply prevent the whole locking mechanism.
Yes, as the one AC mentioned, it's at 4 minutes into the Rossmann video. I'll pedantically, but for clarity, respectfully reword Rossmann's statement about the BIOS communicating with the platform controller hub. BIOS is just static code (program) and data. It's not a processor. The CPU reads it in and starts executing (doing) it. That programming, which was read from the BIOS (which is contained in a Flash memory chip (or ROM or EPROM or whatever in older mb)) into the CPU, instructs the CPU to communicate with, well, everything on the motherboard, including management engine, hub, whatever.
Other BIOS program sections might look at something in a motherboard chip, reading a serial number or some other similar locking code. Rossmann mentions trying to replace a motherboard chip, only to have the thing not boot, or malfunction, because some BIOS program is looking for a unique serial number in the chip.
At 4:15 or so, he mentions using a hexeditor (or disassembler or something for code editing) and looking for the word "CRID", and if you know assembler, you can patch things and reflash your BIOS. Of course, if you don't get the checksum right, you could brick the machine, but if you use correct BIOS Flash programming tools, it will checksum the file you wrote. (Again, I've done BIOS editing.)
Aftermarket motherboard manufacturers (Asus, Gigabyte, EVGA, etc.) are making information and tools available.

The management engine has to do with the Intel processor and their motherboards.
If you go to 5:30 about AMD there is no PCH, it's in the processor itself.
So go to 7:30 minutes into the Rossmann video. He says that the idea is to make it harder to 'hack' the bios and have the system run if the bios has been hacked so that the CPU itself has an idea if the bios has been hacked and for it to stop working.

I, like Rossmann, am using the term "management engine" generically (hence, not capitalized). AMD has the equivalent ARM CPU inside the main CPU.
And all respect meant to all, but at the beginning and more than once Rossmann admits he doesn't fully understand this stuff.

The commenter is not saying that's how it currently works, he's saying that's how it should work.
Notice how he's saying that Rossmann's idea for a prompt on PSB is a good idea as well and that we 'should' have both. The point is that we currently have neither.
If the argument is that the lock feature is needed so that servers can know that their systems are secure and haven't been breached in transit (shipping) then the way it should work is that once the security is breached the processor should have a way of indicating that the security is breached to the server admins so that the server admins know that there was a breach and not to use board/processor combo. Then the processor can be used in the aftermarket.
Also, if this is aimed at people that are afraid that the board will be replaced or hacked in transit then what's stopping someone with deep pockets and a lot of resources and a lot of incentive to breach their security from replacing the board with another board that simulated the original board back to the processor while doing something else in the background (or modifying the board in a way that it still shows the processor what it would see regardless all the while doing something else in the background?) or simply replacing the board with one that emulates a Lenovo board but does something else in the background and locking that other board to another processor?
I guess if Lenovo uses a different key set for each board and they send the purchaser the keys to be used via email or the purchasing site or whatever ahead of time it could make it harder because then someone in the middle would have to extract the keys from the original board (they can't just rekey a new processor and board) and place them in a different board or they would have to get the board to do something else in the background but emulate itself to the processor in a way that doesn't reveal to the processor that it's doing something else in the background (as mentioned above).

I still think there's misunderstanding about the AMD lock. But anyway, I like where you're going. As I was reading your post, maybe buying the CPUs separately and doing your own lock at install? I'm not sure if the BIOS / motherboard can do the CPU fuse programming. Part of me hopes not! But one could conceivably buy a fuse burner (AMD programmer) and do it yourself. And maybe that's not necessary, as long as the CPU has been fuse burnt for your motherboard.
I didn't realize there was so much worry about machines hacked in transit, but okay, it could even been in shipping / receiving departments. If people are worried about transit hacking, maybe a utility you run before using the machine, maybe looks at BIOS key hash / checksum / something, maybe you get BIOS encrypted from mfgr. and check against keys and then Flash it yourself.

If you buy your own CPU and motherboard you don't have to lock it. It's optional. I don't think you need to buy a separate fuse burner or anything like that to lock it, I think it's in the settings or something. But once fused you can't change what the CPU is fused with to something else.
The issue is if you buy a computer from an OEM they can lock it before sending it to you.
Also, as pointed out in the videos (at least the Linus one), the issue is that sometimes manufacturers sell computers with locked CPUs without disclosing that they are locked (or without disclosing this 'feature'). I would rather buy a computer without this feature at all. I don't need it and I wouldn't want to accidentally lock it and I wouldn't want someone else to accidentally lock it.

I'm not privy to the industry but my guess is that companies are just making this up as an excuse to kill the aftermarket. Companies lie and make up bogus reasons about everything else to justify anti-consumer decisions (ie: you can't be allowed to fix your stuff because someone can use that to break into your car/home and attack you or some such nonsense?
