The US chipmaker Qualcomm wants to buy a stake in Arm alongside its rivals and create a consortium that would maintain the UK chip designer's neutrality in the highly competitive semiconductor market.
Japanese conglomerate SoftBank plans to list Arm on the New York Stock Exchange after Nvidia's $66 billion purchase collapsed earlier this year. However, the IPO has sparked concern over the future ownership of the company, given its crucial role in the global technology sector.

In current epoch, when ideologically motivated measure arbitrarily enforced by small group of controlling elites invalidates established WTO rules and may easily deny access to any marketable technology to anyone who was death-marked as a renegade of the day, a closed chip platform design overloaded with patents is not that valuable as it used to be.
Depending on licensing of such kind is not a strategic perspective for any nation state striving for digital sovereignty.

At present, ARM is expedient.
In the future, RISC V might gain some ground. Especially for nations that might find themselves under global sanctions. A nation can domestically build its own RISC V implementations. And thus be globally competitive.
While it is true that some/most/all of the RISC V core designs or even subsystem designs may be proprietary, and thus able to be cut off from you if you are under sanctions, you can still develop your own and thus be able to sell into a market. Even if you cannot sell, you can draw upon other available open source software (for RISC V) that will run on your domestically produced chips.

I worked for QC from, um, '96 to, um, '08? I'm mostly software writing embedded drivers. Rumor was there was an ARM 3 driving the fingers (those parts of CDMA that looked for a signal in the noise) in the early chips, but I never saw that source code nor ever got any confirmation of it.
I dealt with ARM 5, ARM 7, and ARM 9 though the years. Qualcomm was well known to be pushing their changes back to the ARM core, they got a royalty discount for doing so. I retired a month or 3 before Snapdragon showed up. I made plans for it, then bailed before the silicon showed up.
Qualcomm is joined at the hip with ARM. I was there when the first Android drop showed up, it took 5-6 hours for legal to send a company wide email "do not download this code". I left the company soon after to take care of my parental units who had devolved into having the same conversation every 5 minutes.
Kids, your parents can die years before their bodies die. Enjoy them while you can. When they start to go south they seldom get better. That's what really sucks, knowing this new behavior will never go away.
I left QC in '08 and they are the reason I retired at 50 am now looking for a job just because I'm bored.
I just passed a drug test. My dealer has some explaining to do.

All tarted up again. It didn't take long for ARM to find another suitor to express an interest in them. I wonder how much they'll get this time when this deal falls apart, like the NVIDIA deal. It's like money for nothing, chicks for free.
