The ad reads like an offer of salvation: Cancer kills many people. But there is hope in Apatone, a proprietary vitamin C–based mixture, that is "KILLING cancer." The substance, an unproven treatment that is not approved by the FDA, is not available in the United States. If you want Apatone, the ad suggests, you need to travel to a clinic in Mexico.
If you're on Facebook or Instagram and Meta has determined you may be interested in cancer treatments, it's possible you've seen this ad, or one of the 20 or so others recently running from the CHIPSA hospital in Mexico near the US border, all of which are publicly listed in Meta's Ad Library. They are part of a pattern on Facebook of ads that make misleading or false health claims, targeted at cancer patients.
Evidence from Facebook and Instagram users, medical researchers, and its own Ad Library suggests that Meta is rife with ads containing sensational health claims, which the company directly profits from. The misleading ads may remain unchallenged for months and even years. Some of the ads reviewed by MIT Technology Review promoted treatments that have been proved to cause acute physical harm in some cases. Other ads pointed users toward highly expensive treatments with dubious outcomes.

I don't know the legal system of the US too well, but advertising (or facilitating the advertising) of something that has no medical purpose with the express promise of it having medical properties is a VERY fast way to a trial and verdict in my country.

Unlike most things, there is considerable restriction on medical claims. The problem is that enforcement is primarily done by the FDA against the provider rather than whoever carries the ads. When the provider is based in another country, the FDA can't really go after them and has little means or mechanism to go after the carrier of the ads.
That's why the snake oil treatments take place in clinics just over the border in Mexico.

It's likely the false advertisers (and the whole chain of $) don't care. They'll likely make enough money fast, then disappear. They may just be willing to gamble that they won't get caught, or will never really be punished. It would take years and much person-power to build cases against them, and they may have some data (real or false) that might make the bogus product look efficacious in some people / situations. Also, somewhere in their claims will be loosely worded disclaimers, like the good old YMMV.
If it's not generally known, in the US, as several other countries, corporations have much power and legal protections and it's difficult to prosecute them, especially criminally. Sadly, in our ever-changing political climate, often a change of political party's power will change the prioritization of such investigations. It's a grand mess.

This isn't a Facebook issue. It's a truth in advertising issue. If the ad is lying then sue the company behind the aid. If it's not then fine. You want to expand what lying means in advertising? Be prepared to get significant push back from EVERY industry, including politics.
Ads have been bullshit for decades. If you've trusted an ad then you've been scammed somehow. That's all there is to it.

What makes it a Facebook issue is that Facebook is knowingly profiting from selling snake oil to cancer patients.
Scam ads -- not just misleading, but outright scams -- are a regular staple on Facebook.
I see ads for:
- "Curing blood sugar" and "Blood sugar control" (They don't mention "Diabetes", trying to fly under the radar I guess)
- Click to buy a $1000 outbuilding/computer/laptop/lighting system/whatever for just $99 (outright scam)
-- Because COVID dried up the market and they have to be sold at lower cost (scam profits on illness victims)
-- Because couldn't ship to Russia/Ukraine (scam profits on war victims)
- Buy a roll of U.S. postage stamps for half price!!! (Are they stolen? counterfeit? or is it just a scam? respond to find out)
Not to mention the plague of Facebook comments "ConGraTulaTionS!!!111!!! You Won! Check my page!!!" getting people to do surveys or whatever for no prize whatsoever. And the fake giveaways/sweepstakes, same.
I suppose I see ads for Curing My Blood Sugar Problems instead of the cancer ads because I am a diabetic, not a cancer patient. But the point is that Facebook is making a lot of money on advertising scams with real victims, and to that extent, it's kind of a Facebook problem: Facebook is making it possible to scam people in a way that they probably couldn't on/in other venues.
I am pretty good at reporting scam ads (under the ... menu) when I interact with Facebook, but what do they do with the reports? There's a conflict of interest in that they make money off the scams, and ending a scam because someone reports it would cost the company money.

If they don't have the knowledge to screen the medical scams, they could just refuse to accept advertising for any medication, supplement or treatment and require a license for doctors and medical facilities. Cancer, when all is said and done, is a failure of innate anti-cancer immunity. If faith in some quackery can reignite that immunity in some people, then it is that many people saved. They, and their relatives, most likely would not want them dying in a science-approved way instead.
My opinion is, whenever official medicine cannot, or won't, provide a cure, then it should damn well SHUT UP and NOT interfere with anyone else trying their hand at what they, the govt flunkies, have ALREADY FAILED at. When/if that someone else fails in turn, he could be sued for fraud if he misrepresented his snake oil, and that is that.

The vaccines work, they're just not as effective as some other vaccines that have been developed. The death rates amongst the vaccinated are impressively lower than those who weren't vaccinated.
I'm not sure who it is that's spreading the misinformation that it's not a vaccine if it isn't completely stopping transmission. They are imperfect vaccines, but given how quickly they were developed, it's a rather astonishing feat that they're even this good.
