They are doing a good job, but the problem is that they are chasing the moving target. More - they are chasing the disappearing target. More and more services just discriminate usage of such techniques. CloudFlare, with their all lies about "privacy", censors users of Tor. Most of mail providers don't work properly without JS, which is one big backdoor. And more and more things in the Net are paywalled, if not with money, then with user's data. So one day we may wake up with great system for anonymous web browsing... but without the anonymous web services.

And soon HTTP/3 might splatter across Facebook and then much of the rest of the corporate web, pushing TCP out of the way and relying on UDP for transmission instead. At that point, the state of the Internet connections will move up the stack into user space, slowing things down and complicating the communication. That will affect Tor, and thus Tails, because Tor operates over TCP only [torproject.org] for now. UDP might not even be feasible.
