I agree with your assessment. This is also only the top level directory, the subdirectories are empty or 404'ing.

Where are the insurance file passwords?
I mean if they are releasing everything, then those passwords should be first on the block so everyone who downloaded the insurance files can find out if there is anything worth publshing from them, and if not, so they can finally free up that disk space.
