On Tuesday, Bill Taylor told the House Intelligence Committee in unambiguous terms that the White House — and its emissaries he described as conducting a shadow foreign policy — had made military aid to Ukraine conditional on the Ukrainian president announcing investigations into the 2020 US Democratic presidential candidate Joe Biden and his son Hunter and into a conspiracy theory involving the 2016 US election.
Taylor described in detailed terms a quid pro quo arrangement that Trump and Republicans have denied ever took place. The Latin phrase describes a favor granted explicitly in return for something else.

No one is truly concerned with corruption in Ukraine. It has been pointed out that the corruption is widespread, and on both sides of our aisle. The concern here, is controlling corruption FROM THE OTHER SIDE! It's just a political posturing thing, ON BOTH SIDES.
If the US were concerned about corruption in Ukraine, the Koch brothers would have been blocked from overthrowing the legitimately elected, if corrupt, government they found there.
Let's all understand: There is money to be made in Ukraine, and everyone has to make his best effort to ensure that his political enemies don't get any more than their "fair share" of that corrupt money.

Absolutely nobody can corrupt elections in the US unless the American voters let them. There is more evidence the DNC corrupted the election than Ukraine or Russia. But the force of denial runs strong in the tribe.
