I think another name for the "gene" that influences fertility rates is called "education." I'm too lazy to look up a citation right now, but I think it's been well-established that as a population's education goes up, its fertility goes down. Et voila!

If only it were so! The solution would be simple: girls may not attend school past 8th grade.
Realistically, we're headed toward an idiocracy. Only the dumbest are willing to breed, or unable to resist doing so. They will eventually collapse civilization.
Things like lead removal and better diet have hidden the fact that the genetics for intelligence peaked long ago, perhaps a century ago.
