If you plan on making a submission then I also recommend you read the original article with full instructions. Unfortunately, if you did not register to vote before April 12, you are out of luck for this vote.

Reading some of these comments, and some of the comments in previous posts about this, I wonder how people actually get up in the morning. I thought it was simple and straight forward.
Plenty of notice that this was an Opt-In only vote,
Plenty of notice to tick a simple opt-in tickbox in your preferences,
Lots of information in the posts and the email that was sent out in what to do and how to do it.
I can't believe that some people simply can't read what is given to them.

True indeed. Between having other things to do with my day (i.e. get paying work done) and technical issues with the site (I once got 503's all day and gave up on reading until the site stabilized, apparently on the day the notice went up), there's no guarantee that everyone who was interested actually saw the opportunity in time. I count myself among their number. Local ISP problems don't help either.
