CowboyNeal is has a bit more to it than a simple meme. It's a real person's handle for one - an old editor of Slashdot who has his own website [cowboyneal.org]. On polls it was often varied and played upon in numerous ways, sometimes to humorous comment. Thus it became a fixture.
I say keep it, but only when it's actually employed in a funny way or played upon somehow.
