    Depending on how wealthy you are, the fees may be trivial in comparison to the tax (section 877A), which also applies to Green Card holders who leave the USA.

    Correct. But they are substantial especially for the middle class. And you may have to pay a lawyer familiar with local tax laws + US tax laws. And.. pay at least 5 years of "proper" taxes.
