My next-door neighbors just moved here (this month) from Guatemala. They have work visas. The landscaping company that employs them had so much trouble finding job applicants that they are importing them from other countries. The employer is providing the apartment and the furniture as part of the benefits package.
So, this serves at least as a counter-example. The jobs picture is strange and spotty, but there are jobs, and jobs that move people from other countries to the United States.
