    Not that I think ESA will be the first, but I'm surprised you put blue Origin, SpaceX, Japan or India instead of ESA that is more advanced or at least has completed much more missions.

    ESA had the incredible vision to balk at the idea of renewable rockets to bring down the cost of spaceflight, and then complained when Musk made it work that it was because they didn't have enough funding. Seems real on top of the ball to me.
