The FBI has received tips of threatening posts on social media calling for "unspecific mass shootings" linked to the release of the new psychological thriller, "Joker," starring Oscar-nominated actor Joaquin Phoenix that will hit theaters this Friday, according to a joint intelligence bulletin obtained by ABC News.
These threats have been circling online platforms since at least May 2019, but give no information indicating specific or credible threats to particular locations or venues, the bulletin said.
Some of the threats did contain references to a primarily online group called the involuntary celibate community, or Incels, and a subset that refers to itself as "Clowncels." However, the intelligence community doesn't necessarily regard the group as a whole as a violent one.
"While many Incels do not engage in violence, some within the community encourage or commit violent acts as retribution for perceived societal wrongdoing against them," the bulletin said. "Some Incel attackers have claimed inspiration from previous mass shooters."

Incel is an abbreviation of involuntary celibrate. It's an adjective, not a proper noun. "Incels, a portmanteau of involuntary celibates" -- Wikipedia.
Anyone who dares to hijack an adjective phrase and group people together for the purpose of demonization is an enemy of rational discourse. Please don't argue with me here, I really don't want to bother schooling you on English grammar rules. Though if you insist I must provide citations, then I will bring out my English textbooks from college and start citing them. Be prepared to have your arguments absolutely demolished, though, if you choose that route.
Proper nouns are reserved for formal names, not informal associations.

To get proper noun status, there needs to be a formally organized group:
Simply sharing an ideology is not a qualification for a proper noun/proper adjective. You don't say Gun Rights Supporter, it's in lower case "gun rights supporter" because it is ideology and not a formally organized group. On the other hand, National Rifle Association is correct, because it is formally organized.
Some style guides suggest a concept of "proper adjectives". I don't adhere to these, but it is argubly correct to use capitals to refer to ethnic groups, e.g. Hispanic community, Black community. Ideologies are never proper under any style guide I'm aware of. Topical communities do not constituite formal organization. Thus, incel is never a proper adjective and should not be capitalized.
The reason they want to capitalize it is to suggest that these "incel" topical forums are commuinities and not topical. This is an excuse to blame the group for the actions of a few. The group, however; doesn't formally exist. So this is a content-based crackdown on speech they want to reframe as an out of control hate group.
