Marvel: seemingly anybody can develop super powers. If the powers happen to evolve naturally, the normals will likely hate and hunt you as a "damn mutie". Downside: you probably live in New York and somebody's always destroying your home; somebody's also occasionally trying to destroy the planet.
DC: gaudily-clad gods walk the Earth. Chances are slim, but if you're really lucky you might find yourself among them. (Alien power rings, lightning & chemicals, genies, magic dials, gifted powers by a god or god-like being, etc.) Downside: if you live in a major city, there's a good chance of becoming collateral damage during too-frequent conflicts; aliens occasionally try to take over or destroy the planet. Upside: frequent retcons mean you could live forever in an ever-rebooting world.
