    You're not describing a meritocracy. In a meritocracy you raise according to your merits, not according to your character flaws.

      No, what you describe is simply a cultured version of violence. Those who refrain from murdering their neighbors are the ones who get murdered and have their posessions stolen. Savagery is not meritocracy when discussing human society. Being a cruel asshole who lies and manipulates to the top is similar, and the vast majority of humans are not like that which is why we have a functioning society.
