The New York Times has an interesting story:
The computer engine rooms that power the digital economy have become surprisingly energy efficient.
A new study of data centers globally found that while their computing output jumped sixfold from 2010 to 2018, their energy consumption rose only 6 percent. The scientists' findings suggest concerns that the rise of mammoth data centers would generate a surge in electricity demand and pollution have been greatly overstated.
The major force behind the improving efficiency is the shift to cloud computing. In the cloud model, businesses and individuals consume computing over the internet as services, from raw calculation and data storage to search and social networks.
There may yet be hope for data centers.

Of course if we're going to use data centers it's good news that they don't consume inordinate amounts of power. But huge collections of data in the hands of a few corporations would seem to offer fertile ground for exploitative AI or other abuses, and my paranoia tells me that we'd be better off without them.

The technology needed to enable an unprecedented automated surveillance state exists today. China is leading the way, and the U.S. will follow.
Now make the computing, storage, networking, etc. 10x or 100x more efficient/cheap than it is right now.

Why's Javascript clientside vs. Serverside work then? Easy IF you think about it (power-consumption by MANY MORE CONSUMER END-USERS eats MORE POWER vs. a SINGLE server doing so BY FAR after all). THIS is why it was done - so YOU "FOOT THE BILL" people, NOT the corporation... this in turn, led to SHITTY Javascript penetration by malwares as well as TRACKING.
* You're ALL being "played" in other words... I.E. - YOUR DATA should be PROTECTED/SECURED by YOU storing it (it's yours thus YOUR responsibility) vs. STUPIDLY TRUSTING OTHERS to do so, minus them USING IT AGAINST YOU more than potentially folks.
I mean, MOST of you I would think already "get this" since you PROBABLY if smart do NOT allow scripts running clientside via hosts files as I do in combination w/ NoScript for example. It's been proven that up to 40% of a site's "weight" of size & processing online IS ads + scripts - don't process it clientside? You not only MOVE one HELL OF A LOT FASTER (especially if it's NOT needed for say, databased accesses like ecommerce CURRENTLY uses mostly done clientside largely in DB execute statements embedded in HTML) BUT you don't make that CPU & it's fan WHIZZ a LOT more too - double bonus for security AND poweruse).
(Use your heads & don't let the "p.r. men" THINK FOR YOU. Sheeple do THAT... & it shows in running scripts on YOUR POWER BILL vs. that of the PIMPS serverside from corps worldwide.)

P.S.=> Fact is, this very article saying "it's GOOD to do 'CLOUD'" (not a "new term" either - I heard it AGES ago in the early 90's working on IBM midrange & mainframe systems BEFORE I got into client-server design on PC's & PC-based servers)? Or maybe, just maybe, the concerns were heeded and the industry has spent the last 10 years making reducing power consumption/heat dissipation a design priority (as TFA actually says)... It's not like Amazon and Google don't love publicly professing their concern for the poor polar bears (even if their real "green" concern is for the poor green pieces of paper that they might otherwise have to spend on energy bills).

You're overstating your own case. Environmental concerns are reasonable concerns. Who wants to live in a neighborhood where factories dumped toxic chemicals for decades? Who wants their county to be a nuclear power spent fuel dump? Or, how about a biological waste dump?
Camden, Ar has an army munitions disposal facility. All in all, it's rather community friendly. But, there are the routine "THUMP" audible throughout the county when they blow something up to dispose of it. No one really discusses the risk involved in getting those unstable munitions to the facility. Imagine a railcar loaded with munitions just blowing up while it rolls through your community.
While I can't get onboard the climate change alarmist train, I am aware that most of the extinctions in the past couple thousand years have been at the hands of man. Don't you think that suxalot?

But some are happy if less equal people live there. They pass laws or support (lack of) regulations accordingly.
I am not aware of the alarmist train you speak of. Scientists, without a political agenda, seem pretty united on this. It is something that needs to be addressed before it can no longer be fixed. That's where the politics come into play. And then you get "teach the controversy". If I have an equal and opposite expert, their opinion should have equal weight. Etc. It should not be (for either side) to start from a political position and then inject climate change into it.

That depends on what you consider to be an acceptable state for the environment.
From my perspective, homo sapiens has already flushed the environment and we're currently decomposing in the septic tank - sure, we're not dead yet, but it's pretty unpleasant from an environmental perspective - as compared to how things would have been with modern tech and ancient environments.

Companies running massive data centers don't want to give away money. So they try to keep their data centers running efficiently. This is the kind of thing that capitalism does well.
Actually, nearly all of the recent "failures" of capitalism can be traced to government intervention. Prime example: health care in the US. The problems are almost entirely due to unnecessary gatekeeping enforced by the government. Or take space exploration: Get NASA and ULA out of the way, cut regulations to the bone, and let SpaceX, Blue Origin and other private companies do their thing.
Of course, removing unnecessary government from the equation also reduces money flowing from lobbyists to politicians, so change is...unlikely.

Duh, it's called economies of scale. Example: cooling is a huge cost of computing. Having tons of servers in one location, carefully tuned to maximize cooling efficiency, is going to be more efficient than ad hoc server room setups scattered in thousands of locations.

The story does seem to not understand the fundamentals of economics - the reason the problem was fixed was because it was deemed a problem. That we fixed it does not mean it wasn't a problem. When one parameter changes in an equilibrium, other bits of the system counter to resist that change.
