The Chinese smog seems to behave differently from the smog in Europe and the US. Existing scientific models developed in the West do not work well. That's pretty nasty stuff they're breathing too, including - if I recall correctly - some heavy metals from neighboring industries. Hello cancer, genetic mutations, and unexplained health anomolies.
So, extrapolating on that, perhaps this is all some big Chinese experiment on their own people to see if they can produce X-Men type mutants... ? I wouldn't be shocked... :)
