Time reports on statements made by President Obama during an interview:
When asked about comments by the Director of National Intelligence James Clapper, who has said the U.S. overestimated the ability and will of the Iraqi military to fight the extremist group, Obama said, “That’s true,” Mr. Obama said. “That’s absolutely true.”
Obama had already admitted that the rise of ISIS took the U.S. by surprise. “I think that there is no doubt that their advance, their movement over the last several months has been more rapid than the intelligence estimates and I think the expectations of policymakers both in and outside of Iraq,”

In a chaotic part of the world, things change quickly and turn on the smallest of events. In a word, no one can predict it.
I don't think that you can assemble and train 40 thousand militants from all over the world over night on the smallest of events.
It took months and months of gathering indoctrinating training and planning and it didn't happen without some great noise.
Remember that these were the Junior Varsity, so some such dismissive term that Obama used months ago. He knew about them then, and he knew about them long before that. When the truth is finally known you will find that some people in this administration did not want to stop ISIS. If nothing else, as long as they were somewhere else butchering brown people, it would be a SHINING example to the anti-universal surveillance crowd that we not only need the NSA but should increase its funding. Well guess what, that backfired.
I don't believe for a second they didn't foresee this happening, and this is mere ass covering.
Obama has already checked out of the Presidency Hotel, he has totally lost interest in the job. He's not managing the resources, the resources are managing him.

Pretty sure he didn't accidentally slip on banana peel, and fall into the Oval Office.
He was clearly interested at one point even if his ultimate motive was self aggrandizement.
