Fast, hard change is always better. People adapt quickly when they have no choice. Drawing things out leads to confusion and doubt, and that's before anyone else tries to meddle.
Economically, businesses have to adapt to new working practices, and that takes time (e.g. introduction of customs regulations). If that is not done, then they simply stop trading => bad news.

Look up "adiabatic".
