And seems it is just this one dev who is asserting these admin powers, and lobbying for more draconian rules.

That's just bizarre, then. I have no idea what would cause that or why, but the next obvious thing to do is to see if clicking on other peoples' profile links does the same. Stratify by user type too; see if it happens for editors or admins, for other ordinary users, for friends, for foes, etc. It's possible the foe modifier has something to do with it, though WHY someone would code something like that escapes me.
