I voted for no delay which at this moment is the highest rated choice.
In IRC I asked what is the intent behind intentional delay, and I was told it was to permit a reasonable amount of commentary to pour in before the next story. Doesn't this assume everyone cares about every single story and wants to post in them all? That can't be true.
Regarding mod points, they last long enough that one can review a recent post and comment then return to other stories and mod comments.
Also, if there is a good flow of stories coming in, then the delay amplifies the duration of the delay for the queued stories and it wouldn't surprise me if this system would cause stories to go a full day or more without getting published which sounds ridiculous.
