    We can speculate that Americans who happen to be black have learned to distrust police, and the government in general. They find that many things in life still seem to be rigged against them. They perceive that they are guilty until proven innocent. (and probably rightly so)

    Is it no wonder that maybe they are more susceptible to false information that appeals to their distrust of government?

    That's my speculation. Since you invited speculation.
