In addition, evidence is presented that Tor users are actively being surveiled by the NSA, including a leaked NSA document noting the opportunity presented by this "critical mass" of targets. Recently we saw law enforcement exercise their capability to identify and shutdown sites hidden via Tor.

That's indeed an interesting point. And a question for which we probably won't ever get an answer. Because no matter what the real answer would be, the official answer will certainly be "no".
