On January 31, 2022, a retired Russian Colonel-General, chairman of the All-Russian Officers’ Assembly, posted [justsecurity.org] an appeal to Putin not to invade Ukraine. That appeal ended with a call to Putin to resign.

On March 10 of this year, the same All-Russian Officers' Assembly, published a new appeal. This appeal is a little more harsh, and rather informative (source [www.ooc.su]. Statement of the All-Russian Officers ' Meeting of March 10, 2023

We, veterans of the Russian Armed Forces and special Services, united in the All-Russian Officers ' Assembly, have carefully analyzed the current military-political and military-strategic situation after a year of the so-called special military operation, discussed the Message of the President of the Russian Federation Vladimir Putin to the Federal Assembly and carefully studied the assessment of past events by various political forces and public organizations, we came to the following conclusions.

Hypocritically confirming in his speech on February 21 the satanic origin of the deadly threat to the very existence of historical Russia, Putin, as the Supreme Commander-in-Chief, publicly evaded making appropriate moral, political and military-strategic decisions to protect the integrity of Russia and the way of life of the Russian and other indigenous Russian peoples.

He cowardly lowered the level of our global confrontation with the world forces of Satan to the trade and economic stage of his clan interests and, thereby, revealed himself as an opponent of the struggle for a united Russian world.

It became clear: Putin and Zelensky are of the same, non-Russian blood, and the restoration of Russian peace in the lands of Great and Little Russia is equally unacceptable for them. Zelensky will fight to the last Ukrainian, and Putin will "consistently and carefully" replace the Russian and other indigenous population of Russia who are dying at the front with millions of immigrants at the rate of 1 million per month (in 2022, their number increased by 5 million). The war showed that it is he, Russian President Vladimir Putin, who is the hidden but true head of state Russophobia in Russia, and nothing Putin, Putin or pro-Putin can be Russian by definition.

Putin's refusal to appeal to the people and the army for a Patriotic war in the face of deadly danger drew a moral and political line under his state activities. At the same time, the past year has shown the correctness of the assessment of the military-political and military-strategic situation given in the Statement of the All-Russian Officers 'Meeting of May 19, 2022:" The Special Operation is over! In its spiritual, moral, national, political, and socio-economic essence, this is a new Patriotic war of historical Russia against the global infernal forces of the so-called "new world order".

The Statement also made concrete proposals to the highest officials of the State and the Church to radically correct the situation on the front of the fight against the Zionist-Bandera Nazis. However, neither the political nor military leadership of the Russian Federation, nor the Church has taken the necessary decisive measures proposed by us.

Now we responsibly declare: the strategic military actions that have been carried out since February 24, 2022 by the Armed Forces and other troops of the Russian Federation, as well as the People's Militia corps of the Donetsk and Luhansk People's Republics, private military companies and various volunteer formations, have shown a clear inability of the current top political and military leadership to correctly assess the current geo-religious, geopolitical and geo-economic situation in the world and properly manage the country in wartime.

Not quite adequate behavior with the beginning of military operations of the President of the Russian Federation and the Supreme Commander-in-Chief, citizen V. V. Putin, Prime Minister Mikhail Mishustin, Chairman of the Central Bank of the Russian Federation E. S. Nabiullina, Defense Minister Sergey Shoigu, Chief of the General Staff V. V. Gerasimov and other top officials of the Russian Federation over the past year has turned into deadly a dangerous threat to the very existence of Russia as the backbone of the entire Russian world.

In addition, some of the actions and hidden omissions of these individuals showed obvious signs of high treason and national treachery.

According to paragraphs 3 and 4 of Article 4 "Powers of the President of the Russian Federation in the field of defense", it is he who exercises leadership of the Armed Forces of the Russian Federation, other troops, military formations and bodies, and in the event of armed conflicts – declares general or partial mobilization, introduces martial law and orders the Supreme Commander-in-Chief of the Armed Forces However, with the outbreak of hostilities, none of this was done.

Having been convinced of his 3-month inactivity, the All-Russian Officers ' Assembly called on citizen Putin V. V. to fulfill these duties of the President of the Russian Federation in its Statement dated May 19, 2022.

However, in response, I received a cynical refusal from his Administration to even consider this issue, falsely referring to the fact that these issues belong to the jurisdiction of the Ministry of Defense, where our Application was forwarded, which ultimately remained without any response at all. As a result, partial mobilization was carried out with a six-month delay, which led to an unacceptable superiority of the enemy over Russian formations, units and subunits at the front in personnel and equipment and, accordingly, to unjustified losses.

The lack of a clear and open order from the Supreme Commander-in-Chief to the Armed Forces on the goals and objectives of the combat operations that began led to subsequent evasion of commanders and commanders of all degrees from issuing corresponding written combat orders to their subordinates.

It is quite obvious that the absence of a written combat order or a written combat order inevitably creates a lack of responsibility, both for those who verbally gave them and for those who verbally received them.

As a result, oral, often obscene, swearing and profanity everywhere replaced the procedure for preparing and conducting operations and combat strictly defined in the charters and manuals. In the combat practice of the troops without a written order, a monstrous immorality of their assessment of the losses incurred was introduced: the greater the losses, the greater the rewards and the higher the assessment of the will of commanders and superiors.

V. V. Putin's public refusal to confirm his duties as Supreme Commander-in-Chief is caused by his cowardice and unwillingness to bear personal responsibility for the Plan for the Construction and Development of the Armed Forces, which, according to paragraph 7 of his duties in the field of defense, he approved even before the start of the current military operations as President and Supreme Commander.

It is already obvious that the concept of military construction in the Russian Federation as a whole and the development of the Armed Forces in all areas of military operations – on land, at sea, in the air, in space, in the field of electronic warfare and cybernetics, as well as in the management of troops and weapons – did not correspond to the modern development of military art.

The State Armament Program approved by Putin in accordance with paragraph 8 also showed its complete failure: we are forced to purchase unmanned aerial vehicles for military purposes abroad, collect money from the population to purchase commercial drones and send them to the front, and bring our soldiers thermal imagers, sights, communications equipment, equipment and other things they need.

According to paragraph 11 of his duties, citizen V. V. Putin, contain signs of crimes against state power in the form of high treason, provided for in the following articles of the Criminal Code: Article 275.1 "Cooperation on a confidential basis with a foreign state, international or foreign organization".

These suspicions are confirmed by the following facts:

  • participation in the Istanbul negotiations of the odious Zionist-liberal Abramovich and the subsequent withdrawal of Russian groups of troops from the liberated lands in the Kiev, Chernihiv and Sumy regions allegedly "voluntarily" by citizen Putin;
  • refusal of a decisive breakthrough of the enemy's defenses on the flanks of the Donbass operational direction, followed by encirclement and destruction of its groups on the left bank of the Dnieper and the establishment of a line of contact 40-50 km to the west to avoid artillery and MLRS fire on Donetsk; instead, months of scattered, unsuccessful and bloody attempts to attack small units "head-on" on reinforced concrete fortifications, as a result of which the enemy is given the opportunity to increase artillery and rocket attacks several times in order to systematically destroy the city and population of Donetsk-truly the current capital of Russian Russia, the entire Donetsk People's Republic and the frontline territories;
  • the treacherous retreat of our troops from the Kharkiv region with the enemy's access to the state border of Russia and getting them the opportunity to organize sabotage operations on Russian territory and the beginning of systematic mortar, artillery and rocket attacks by the enemy in the Belgorod, Kursk and Bryansk regions;
  • unexplained, from a military point of view, leaving the enemy without a fight a significant part of the territory of the Russian Federation - the right-bank part of the Kherson region, together with the regional center of the city of Kherson;

In the actions of the President of the Russian Federation, citizen V. V. Putin, there are also signs of a crime under Article 300 of the Criminal Code of the Russian Federation "Illegal exemption from criminal liability". On April 17, 2022, the official representative of the Ministry of Defense of that time, Major General I. Konashenkov, reported that on the territory of the surrounded Azovstal plant in Mariupol, in addition to the marines of the Armed Forces of Ukraine and the Nazis of Azov, there are up to 400 more foreigners and conversations between them are conducted in six foreign languages.

There is every reason to believe that the Zionist-Bandera regime of Zelensky and the Zionist-liberal regime of Putin in this "strange" and deliberately prolonged war are actually jointly disposing of the manpower of the Russian world.

Russian Defense Minister Sergei Shoigu has so clearly demonstrated his inability to manage the Armed Forces both in peacetime and in wartime that this raises concerns for the entire moral and mental level of the current state administration as a whole. However, to the same extent that Putin, as Supreme Commander-in-Chief, "directs the Armed Forces," Shoigu also "manages them" (article 13 of the Defense Law). This "non-military couple" has already shown their incompetence in the field of defense.

- the Russian Navy also completed its tasks: the Black Sea Fleet, which the enemy sank the flagship of the Black Sea Fleet, the missile cruiser Moskva, the large landing ship Saratov and a number of other ships, managed to return to the base in Sevastopol and from there stand threateningly in the roadstead, turning into a naval extra on the Black Sea;

- the Russian space orbital grouping of the Russian Aerospace Forces still makes thousands of orbits around the Earth, heroically flying beyond the reach of Ukrainian air defense and, at the same time, being out of the operational availability of space information for Russian units, units and formations on the line of contact.

These are the tasks of the President of the Russian Federation, Vladimir Putin, performed by the Armed Forces according to the report of Defense Minister Shoigu. And all this was done according to the "cunning Putin plan"!

In addition, at the specified meeting of the Board of the Ministry of Defense, citizen S. K. Shoigu officially stated the following:: "The combat capabilities of the Armed Forces have increased by more than 13%."

However, the All-Russian Officers ' Meeting asks to clarify the following::

- By how much % have the combat capabilities of the 76 Pskov and 98 Ivanovo Airborne divisions increased, especially the Kostroma Regiment, 31 brigades in Ulyanovsk and all the glorious Airborne Forces in general?

- By how much % have the combat capabilities of the Black Sea, Northern and Pacific Fleet marine brigades taking part in combat operations increased, especially the 810th brigade of the Black Sea Fleet MP, which stormed an enemy several times larger than the Marines in Mariupol?

- How much % did the combat capabilities of the 1st Guards Tank Army increase after it urgently abandoned its combat positions along with weapons, equipment and warehouses in Izyum, Kupyansk, Balakliya and other places in the Kharkiv region? The same formidable military equipment that we were shown at parades in Moscow? But, by the way, the famous Armata tank was not there-neither at the front, nor in the rear, nor among the Ukrainian trophies. Where did he go? What a cunning Putin he is…

- By how many % have the combat capabilities of the Russian Black Sea Fleet increased, after inflicting known losses on it? Maybe we should sink everything at the Black Sea Fleet in general, in order to increase the percentage of combat capabilities of the fleet that was at the bottom by 100%?

Objective conclusions of the All-Russian Officers ' Meeting on the activities of the Ministry of Defense over the past year of the war are as follows.

1) The main tasks assigned by the Russian legislation to the Ministry of Defense were not fulfilled:

- the state defense policy pursued for decades turned out to be criminally unprofessional, incompetent and erroneous – the Armed Forces of the Russian Federation were not ready for modern warfare on land, at sea, in the air, in space, as well as in the cyber sphere. - the actual organization of the use of the Armed Forces in real military operations showed a clear inability of the Ministry of Defense leadership to understand the nature of modern warfare and armed struggle at the strategic, operational and tactical levels and to reflect this in manuals, combat regulations and other guidance documents, which led to the loss of proper command and control of troops and weapons (military districts, fleets), in operational associations (armies), in operational-tactical (corps) and tactical formations (divisions, individual brigades), in units (regiments and individual battalions, divisions) and in subdivisions – in battalions, companies and platoons up to the squad (crew, calculation). You can't fight like that!

2) The powers assigned to the Ministry of Defense by law for the development of the military-industrial complex and the formation of the state defense order fell into the wrong hands and into the wrong heads.

As a result, the federal state armament program developed and submitted by the Ministry of Defense to the Government of the Russian Federation during combat operations showed its inconsistency with the real needs of the Types of Armed Forces and branches of the Armed Forces in fulfilling the strategic and operational tasks assigned to them, as well as the combat tasks of formations, units and subunits in modern conditions.

It is the incompetence of the leadership of the Ministry of Defense that has become the main reason for the backward military-technical policy in creating and improving weapons and military equipment. The strategic military operations that began a year ago and are currently underway have shown that the Ministry of Defense failed to cope with this task either by February 24, 2022, or by now: the defense industry products were not in the quantity, nomenclature, and quality that both the Ground Forces and the Navy require and the Air and Space Forces.

As a result of the incompetent management of the Armed Forces by citizen Shoigu after a year of war, the common people of Russia are still forced to raise money, find forces and resources to properly supply their army with modern intelligence, communications, target designation, personal and group equipment items. We know how the political and military leadership of the Soviet Union, headed by J. V. Stalin, was able to move thousands of defense enterprises to the east of the country in a few months after the start of the war in the most difficult conditions of 1941 and put the economy on a war footing. They couldn't, and they can't do anything anymore.

3) The past year has shown the blatant inability of the Ministry of Defense to urgently develop and make the necessary changes and additions to the programs of research and development work performed by enterprises and research organizations of the Ministry of Defense, as well as to organize the placement and payment of orders for the purchase of new samples developed taking into account the experience of and organizations on their own initiative.

Moreover, being the main manager of the federal budget funds provided for the maintenance of the Ministry of Defense and the implementation of the powers assigned to it, the bureaucratic apparatus of the Ministry prevents the urgent purchase and delivery to the troops of these new types of military equipment that have already been developed and passed the necessary tests, requiring developers to set and troops.

4) The people and the army need to know that it is the Defense Minister who directly reports to the Main Directorate of Combat Training of the Armed Forces (GUBP of the Armed Forces of the Russian Federation), which is designed to organize combat training of troops (forces).

The past year has shown the actual level of combat training of the Russian army: it turned out to be extremely unsatisfactory. GUBP is also responsible for managing the development of the training and material base of combat training, technical training facilities. We were able to see the real state of the training centers and the degree of organization of training during the combat training of the mobilized.

In contrast to the Great Patriotic War, when the draft new Combat regulations of the infantry (part I-fighter, squad, platoon, company; part II-battalion, regiment), taking into account the changed conditions of warfare, appeared already in 1942 and after personal amendments by I. Stalin were put into effect, over the past year in the troops did not receive even a single training manual on the combat training of units, units and formations, taking into account the mass use by both sides of drones, thermal imagers, night sights, other means of reconnaissance and navigation, the saturation of combat formations directly on the line of contact with mortars, artillery, ATGMs, MANPADS, the need to disperse personnel, weapons, etc. equipment, as well as other changes in the preparation and conduct of combat in modern conditions.

For reference: from 2013 to the present, the head of the GUBP of the Armed Forces of the Russian Federation is Colonel-General I. A. Buvaltsev, under whom this department successfully completed the tasks of organizing various international army competitions and building the Patriot military-patriotic park.

5) In the last 15 years, the Russian Armed Forces have been subjected to two stages of their degradation:

Stage 1-Putin-Serdyukov conflict, which resulted in the liquidation of the organizational system of the USSR Armed Forces and the loss of military security of the country;

Stage 2 – Putin-Shoigu, which resulted in the construction of ostentatious circus information sets on a military wasteland, supposedly the second most powerful Russian army in the world. But the circus was burned down by ukro-Nazi saboteurs, and who was left there...?

6) The personnel policy created and implemented by the Main Personnel Department of the Ministry of Defense in the Armed Forces has shown its inferiority and inability to prepare the officer corps to perform the tasks assigned to it for the armed defense of the Fatherland.

But after all, there was such a profession – to defend the Motherland... However, the military academies that were reorganized and moved from Moscow to various regional cities lost their high level of academic science and turned into provincial training centers.

The liquidation of 67 military schools and dozens of military departments led to the destruction of the entire former state system of training cadre officers and accumulating reserve officers. As a result, the current troops are actually fighting without a platoon, company and battalion level of officers. It has come to the point that companies from several groups of mobilized people are already commanded not even by sergeants, but by ordinary soldiers who have received combat experience: there are practically no officers on the line of contact.

Citizen Putin, do you really know nothing about this? Citizen Shoigu, at what distance from the Ministry of Defense building on Frunzenskaya Embankment does combat operations management actually end? According to paragraph 9 of the Regulations on the Ministry of Defense, the Minister is personally responsible for solving the tasks and exercising the powers assigned to the Ministry of Defense and the Armed Forces.

Military actions showed that citizen S. K. Shoigu failed to fulfill his duties. According to the All-Russian Officers ' Assembly, his continued tenure as Minister of Defense of Russia is an insult to all personnel of the Armed Forces and other troops of the Russian Federation fighting on the front of private military campaigns and other volunteer formations.

General conclusion.

To recognize Putin's plan of military operations in the former Ukraine, voiced in the Message, to consistently and permanently oust the enemy from the occupied territories and destroy its manpower and equipment on the line of contact, as sabotage, deliberately prolonging the war and harming the national interests of the Russian world.

The military-economic potential of NATO, led by the United States, is many times greater than the capabilities of the Russian military-industrial complex and will provide the enemy with an immeasurable military-technical superiority both in the quality and quantity of weapons, especially in drones, communications, navigation, electronic warfare, long-range artillery, Hymers-type MLRS, and in the long term and beyond. aviation.

The very fact that the West supplies an almost unlimited amount of weapons and military equipment, and with an increase in the range of enemy weapons in the future to the entire depth of the European part of the Russian Federation, makes such a Putin plan criminal, inevitably leading to defeat and only postponed and stretched out in time. It is absolutely impossible to prolong the war.

The All-Russian Officers 'Assembly defines the current situation as" The Fatherland is in danger! " and on this basis writes: :

1. Declare the military (combat) actions of the Armed Forces and other troops of the Russian Federation that began on February 24 last year as the Patriotic War. 3. Establish the State Defense Committee (GKO) as an extraordinary supreme body of state administration and the Headquarters of the Supreme High Command (Stavka VGK) as an extraordinary body of the supreme military administration, which assign full power and responsibility for the conduct of war.

4. Declare a general mobilization throughout the country – moral and political, religious and spiritual, military, scientific, industrial, food, cultural.

Form three full-fledged and modern operational-strategic associations on the basis of the Moscow (Western) and Southern military districts with the involvement of strategic reserves:

1st Little Russian Front,

2nd Little Russian Front and

The 3rd Little Russian Front with the creation of groups in them that provide multiple and overwhelming superiority over the enemy in personnel, weapons and all types of equipment in order to dramatically reduce losses and shorten the time of the People's Liberation Campaign of the Russian Army.

5. In order to deprive the Zionist-Bandera regime in Kiev of its internal ability to conduct any armed struggle on the line of contact, strictly stop any foreign supplies of weapons and equipment. Russia's plan for strategic military action is based on the complete isolation of the territory of the former Ukraine from any transport connection with neighboring states – air, sea, rail, automobile, horse-drawn, or on foot. The immediate strategic objectives are: a complete naval blockade of the entire Black Sea coast and the implementation of a no-fly zone that includes the entire territory of Ukraine and the adjacent maritime zone, especially in the areas of the Polish and Romanian borders. Simultaneously conducting an air offensive operation, a special sabotage operation and a cybernetic electronic warfare operation: to disorganize the control of enemy troops and weapons; to prohibit any television and radio broadcasting, stable Internet communication, to stop all transport operations on railways; to prohibit the movement of all trucks and off-road cars on highways; to disable the power supply system, pipeline system, major industrial enterprises. The implementation of subsequent strategic and further operational-strategic tasks should be initiated only after the implementation of a critical reduction in the combat potential of the Armed Forces of Ukraine.

Further operational and strategic tasks should be determined by::

1st Little Russian Front-conducting an air-ground offensive operation to liberate the Lviv region with access to the state border of the former USSR with Poland and moving to joint protection and defense of the border with the Special Carpathian Border District as part of the Border Troops of the FSB of the Russian Federation; further liberation of the Kharkiv, Sumy, Chernihiv, Kiev, Zhytomyr regions and capitals of Little Russia Kiev;

2nd Little Russian Front – after reaching the borders of 50-70 km west of Donetsk, by conducting active defense, prevent the transfer of enemy troops to other operational-strategic and operational areas with the subsequent liberation of the occupied lands of the Donetsk People's Republic; further liberation of the entire right-bank part of Zaporozhye, Dnepropetrovsk, Poltava, Cherkasy regions;

3rd Little Russian Front together with the Black Sea Fleet - conducting an offensive front - line and air-sea amphibious operation to liberate the Odessa region and reach the state border of the USSR with Romania and then move to the joint protection and defense of the border with the Special Odessa Border District as part of the Border Troops of the FSB of the Russian Federation; further liberation of Mykolaiv, Elizavetgradka (former Kirovohrad), right-bank parts of Zaporizhia, Dnipropetrovsk region, and Vinnytsia region.

6. On the remaining material and technical base of the disbanded military schools, form: 3-6-month officer courses for platoon commanders (motorized rifle, tank, artillery, etc.), as well as Advanced officer training courses (company and battalion commanders); the teaching staff of the courses should be staffed only by officers and other categories of instructors who have combat experience.

7. Establish by law in the Armed Forces a two – year (in the Navy-three-year) term of conscription with the mandatory provision of a planned 21-day (in the Navy – a month) leave after each year of service with free travel to the place of its holding. The draft age is 21 years.

8. In order to dramatically increase the combat potential of formations and units of the Land Forces, Airborne Forces, Special Forces and Marines of the Navy by one-third, switch to a four-company organizational structure of motorized rifle, tank, parachute, amphibious assault battalions, marine and coast guard battalions, artillery and mortar divisions, forming each company with personnel of one period of service; in the staff of regiments and brigades of constant readiness to introduce combat training (in wartime – spare) battalions (divisions), completed by conscripts.

9. In order to develop Russian military-historical traditions, start forming military Cossack formations, units and village divisions, as well as units and divisions of the Zemstvo People's Militia, people's squads and other organizational structures of territorial defense.

10. For sabotage, reconnaissance and other special actions in the operational and strategic rear of the enemy to the full depth of the theater of military operations, create a separate branch of the Russian Armed Forces-Special Forces (forces), combining in their composition the existing separate special purpose brigades (obr SpN) of military districts and fleets, forces and facilities of the Special Operations Forces Command that are subordinate to the organization and operate under a single control, with the inclusion of the corresponding aviation and naval components in the regular composition of the Special Operations Forces.

11. On the basis of paragraph 4 of Article 13 "Powers of the Government of the Russian Federation" of the law on martial law, urgently organize the development of a Military-economic plan that provides, first of all, all the needs of the Armed Forces and other troops of the Russian Federation with a directive and indicative indication of economic indicators for all industrial, agricultural and other enterprises, regardless of property ownership.

Introduce direct management of production enterprises of the defense sector, all types of transport, as well as agricultural and other enterprises that ensure the country's food security under the control of GKO. Restore the State Planning Committee and the State Grain Inspectorate.

12. Carry out a radical reform of the monetary and financial system: nationalize all banks and transfer them under the jurisdiction of the State Bank of Russia, which in turn is completely subordinated to the State Defense Committee; introduce a state monopoly on foreign trade, production and sale of alcohol and tobacco products; stop any free movement of foreign currencies both abroad and within the country. foreign exchange transactions of the state, as well as legal entities and individuals under state control; non-cash payment between economic entities within the country, regardless of the form of ownership; cash payment of the population (not excluding its electronic form) for goods and services. Restore the system of control and audit activities in the country, for this purpose, disband the current Accounting Chamber and create the Main State Control and Audit Department of Russia with its regional departments. In the Ministry of Defense, accounting should be maintained only in central divisions, with the widespread restoration of separate accounting of any monetary and all material resources in units, institutions,formations and associations.

13. The State Defense Committee should organize the preparation and immediate adoption of a law that removes from all military personnel of the Armed Forces and other troops of the Russian Federation, fighters of private military companies and volunteer formations directly involved in hostilities, all debt obligations on all loans, mortgages and other mandatory payments at the expense of the financial assets of nationalized banks and the State Bank Russia.

14. The State Duma and the Federation Council of the Federal Assembly should immediately adopt a resolution on lifting the moratorium on the death penalty; as a matter of priority, consider and adopt the necessary amendments to the Criminal Code of the Russian Federation, which provides for the liability of military personnel and other persons for crimes committed in wartime on the basis of the Criminal Code of the RSFSR of 1990.

15. Introduce mandatory polygraph testing of all persons before their appointment to any public office, starting from the district level of administration, including candidates for judges. All judges must be elected by their respective deputies and report to them for their activities. In order to restore order in the country, restore state and military administration in the conditions of a full-scale war for the life and preservation of the Russian World on Earth, the State Duma and the Federation Council of the Federal Assembly should consider creating a Special Military Tribunal; a Special Military Tribunal should be tried as part of the first batch of probable state and war criminals in the future in accordance with the procedure established by law give the following former gentlemen: Putin V. V., Medvedev D. A., Nabiullina E. S., Shoigu S. K., Serdyukov A. E.

16.On March 9, 1953, the leader of the Soviet people, Generalissimo of the Soviet Union and Chairman of the Council of Ministers of the USSR, Joseph Vissarionovich Stalin, was buried in a Mausoleum on Red Square in Moscow. 17.     Are they all suicidal or is Putin's health in fast decline or what? Maybe they hope that penning their names to a public document will keep them from all accidentally falling out of the window of one very dangerous 10 story building.
