Two wrongs do not a right make (but three lefts do). One of the things about Physics and Nature in general is that energy is usually conserved. As an old curmudgeon and party pooper I would say that not having to carry all that rocket fuel smells like a fishy old rat and that energy must come from somewhere. Unfortunately, I am getting old and my brain is turning into Swiss cheese so that's all you're getting. Sorry.
Could be wrong, but I like the idea, the science better than dark matters non-predictive, created just to save General Relativity, has yet to be found even after spending hundreds of millions of dollars....kind of 'science'.
His theory https://physicsfromtheedge.blogspot.ca [blogspot.ca] is interesting and follows the scientific method. Hopefully with him getting funding, he can move science back to reality.

What's non-predictive about dark matter? It has mass (else it wouldn't be even the slightest use in explaining anomalies in a theory of gravitation)? That makes it observable. We already know that there's a lot of matter, like neutrinos and rogue planets (that is, non-stars that don't orbit stars) that are hard to observe.
GR predicted that light should bend under gravity: it did.
QI predicts the emdrive, which NASA says works.
Dark matter predicts? Nothing, because it is a kludge to make GR work: this galaxy has 600 'gravities'. To make GR right, it needs 900 gravities to keep from flying apart, so there are 300 gravities of dark matter in this galaxy.
Dark matter is just a mathematical 'fix' to make GR not wrong.

Like dark matter, but they spend hundreds of millions on it while still finding nothing.
They've found neutrinos and some evidence capping the collective mass of MACHOs, for example. And the gravity lensing stuff is quite interesting in that it can indirectly find such mass distributions.

Civilizations learn to exploit the vacuum energy, leading to their eventual destruction. This is the true explanation for the Fermi Paradox. Gaaark is partially to blame for hyping the instruments of our doom.
I’m a great believer in all forms of energy. This includes renewable energies and the technologies of the future. Now Canada has found free energy. And maybe they want to send some to us.
